GENERAL PURPOSE – TRAINING MANAGER:
Develops, coordinates, and/or facilitates orientation, in-service and specialized training for all employees. Ensures all employees meet training requirements. Works in collaboration with the Training Specialist-Detention to ensure all required records and documentation for employee training records is accurate and documented as required. Directly responsible for maintaining the training records for all departments of the OCJB. The Training Manager conducts these responsibilities in a manner consistent with the Oklahoma State Statutes, American Correctional Association (ACA) Standards, OCJB Policy and Procedure, and best practices. The Training Manager assists with developing statistical data, conducting quality assurance audits on the Juvenile On-Line Tracking System (JOLTS), performing duties associated with improving the quality and fidelity of statistical data, designing reports for the OCJB to use in decision making and accountability, and designing reports for users to enhance their organizational efficiencies.
DETENTION AND COURT SERVICES ORIENTATION TRAINING:
The Training Manager provides orientation training, guidance, and development to all employees during their probationary period.
SUPERVISION RECEIVED:
Works under the direct supervision of the Chief of Court Services.
SUPERVISION EXERCISED:
This position provides direct supervision to the Training Specialist-Detention as well as guidance and supervision of those in orientation training, prior to them being assigned to their supervisor.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Training Manager provides orientation training, guidance, and development to all employees during their probationary period.
Effectively manages and executes a variety of tasks simultaneously through the proper utilization of delegation, organization of work, and management of time.
Establishes collaborative relationships with peers and subordinates to solve problems and improve operations.
Fosters the development of internal relationships with other units within the OCJB and with internal and external stakeholders such as: the courts, the district attorney’s office, the public defender’s office, law enforcement, other social service agencies, schools, community service agencies, program providers, members of the public, and the assigned youth and their families.
Assists in the development and/or revision of policies, procedures, and forms to provide for consistent workflow processes and the most efficient use of resources.
Serves as an interviewer in the hiring and promotional selection process as designated.
Completes other duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES – Training Manager:
Develops and delivers orientation and in-service curriculum utilizing the principles of adult learning in the instructional design of the courses to motivate the learner and increase the transfer of knowledge.
Utilizes curriculum development model, which incorporates needs assessment, task verification and competencies.
Ensures all lesson plans are reviewed annually and the content is current on an on-going basis. Serves as the final approving authority for all lesson plans for the OCJB.
Maintains all records associated with lesson plans, and the revisions of those lesson plans, for a period of five (5) years following the termination of their use.
Incorporates the primary adult learning theories of social learning, experiential learning, project-based learning and self-directed learning into the training plan and program.
Ensures all required orientation and in-service training is scheduled as required, in conjunction with the Training Specialist-Detention.
Recruits off-site subject-matter experts and trainers to meet employees’ specialized training needs.
Conducts an annual OCJB training needs assessment to utilize the results in the planning of next year’s training.
Develops an annual training report which provides a summary of all training and learning activities that were offered from the previous year.
In conjunction with various departments within the OCJB, assists with developing statistical data on a variety of programs and services provided by the OCJB, as well as agencies that provide services for youth under the care of the Juvenile Court.
Assists with the submission of statistical data on a monthly, quarterly, and/or annual basis on a variety of activities throughout the OCJB to aid in determining trends of referrals, service needs, grant outcome measures, and/or potential fiscal needs.
Conducts in-depth analysis of quality and fidelity of JOLTS data, and related documentation, to ensure adherence to policy guidelines, and to establish best practices.
Designs reports for managers and users from JOLTS that will enhance the overall efficiencies of the OCJB and provide informed decision-making.
Assists with the implementation of Trust-Based Relational Intervention (TBRI) practices into daily operations.

PERIPHERAL DUTIES:
May serve as a representative of the OCJB in a variety of activities designed to enhance community partnerships and operational practices.
May serve as a representative of the agency on various boards/committees.
DESIRED MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s Degree and three (3) years related work experience in social sciences, mental health, law enforcement, corrections, and/or education fields. Candidates whose bachelor’s degree included the attainment of twenty-four (24) or more undergraduate credits in social sciences, mental health, law enforcement, corrections, and/or education course work may be given preference. Candidates who possess a working knowledge and/or experience in instructional design and delivery may be given preference.
Special Requirements:
Must have a valid driver’s license.
Must have a working telephone number where the employee can be reached.
Must be able to successfully complete a “Training for Trainers” course within the first six (6) months of employment.
Necessary Knowledge, Skills, and Abilities:
Must possess maturity, judgment, and knowledge consistent with the high level of responsibility required.
Must possess a general knowledge of and experience in social work techniques and an understanding of community resources, family dynamics, and cultural diversity.
Must possess the ability to communicate effectively in writing, orally and interpersonally.
Possesses the ability to listen, be patient, show empathy and understanding to establish trust and solve problems and/or conflicts.
Must possess a high degree of organizational and time management skills.
Must possess the ability to consult and communicate with a variety of internal and external stakeholders.
Must possess the ability to build morale and synergy among team members by creating a feeling of belonging and by sharing wins and successes.
Must possess experience in the use of computers, word processing software programs and data entry into an information management system. Must be familiar with and able to operate audiovisual equipment, copy and fax machines, telephones, and cellular phones.
Must be able to maintain confidentiality requirements.
Must possess the ability to read, comprehend and prepare written documents in the English language.
Must possess the ability and willingness to perform job related travel.
TOOLS AND EQUIPMENT USED:
Computers, copy and fax machines, audiovisual equipment, telephones, and cellular phones.
PHYSICAL DEMANDS:
Must be able to push/pull with at least twenty (20) pounds of force to operate the secure doors within the Detention facility as needed.
Must be able to occasionally lift/carry up to twenty-five pounds.
Must be able to occasionally kneel/bend/crouch as necessary for filing/administrative purposes.
Must have the ability to read, write, and comprehend to accomplish various administrative reports, filing, and number recognition related tasks.
Must have the ability to listen and communicate in such a way that effective communication with coworkers can be accomplished.
Must have clarity of vision and object manipulation to operate various computer/technological equipment including telephone, keyboard, mouse, computer, calculator, copy machine, etc.
This position is primarily sedentary, approximately 70% sitting and 30% walking/standing. Must be able to traverse uneven terrain in the field as necessary to visit schools, resident homes, etc.
WORK ENVIRONMENT:
The work environment and office noise levels will vary depending on the location. The office noise level ranges from quiet to moderate. While working in the OCJDC, an employee can expect a high noise level with several functions occurring at the same time. The work environment involves exposure to the public and the potential for volatile situations.
