Office of Cannabis Management is Hiring a Program Analyst 1 (Cannabis) VID 146662 Near Albany, NY

Six years of experience* in a cannabis, industrial hemp, medical marijuana, agricultural, environmental, public health, public safety, or economic development analyst position where primary responsibilities were policy or programmatic quality assurance, regulatory compliance, and/or communications.
  • Substitution: Bachelor’s degree in economics, finance, agriculture science, horticulture, plant sciences, data analytics, urban studies, communications, public health, public safety, or a related field may substitute for four years of the non-supervisory experience. Master’s degree in the same fields as Bachelor’s may substitute for an additional year of the non-supervisory experience.
Duties Description
Reporting to the Program Analyst 2 (Cannabis), the incumbent will research, analyze, and develop policy recommendations for the adult-use, medical and cannabinoid hemp programs.
Duties include, but are not limited to:
  • Conduct research into resource use, environmental impact, and sustainability best practices in cannabis, including but not limited to cultivation, processing, packaging, distribution, and retail sales.
  • Liaise with stakeholders within the Office and in partner agencies to provide information on the Office’s environmental and sustainability priorities and to collaborate toward achieving the Office’s goals.
  • Support internal teams, including Equity, Compliance, and Licensing to ensure consideration of the Office’s environmental and sustainability priorities in program development and regulation of the market.
  • Draft policy recommendations and position papers on the Office’s environmental and sustainability efforts, including proposals to increase the efficiency and impact of the Office’s work.
  • Monitor trends in cannabis markets, technology, and innovation to identify developments that may influence the Office’s approach to sustainability and resource efficiency. Generate findings regarding these trends and report them to the supervisors for consideration.
  • Design studies comparing environmental policies and outcomes of New York’s cannabis program to other legal cannabis markets, and compare cannabis to other sectors of the economy. Report findings to the supervisors for consideration.
  • Track, monitor and analyze programmatic data and present analytical insights to supervisors in a summarized professionalized format.
