DUTIES DESCRIPTION:
Located in the Center for Human Resources Management, Bureau of Education and Workforce Development (BEWD), the incumbent will participate in developing and implementing OMH training programs to support OMH mission and operations. Examples of these trainings include Therapeutic Relationships and Universal Safety Training, Responding to Traumatic Events in the Workplace, Motivational Interviewing, Professional Boundaries, Teen Intervene, and Clinical Supervision, as well as other clinical training that supports both health and safety and the core mission of OMH. Of the core direct care programs, Therapeutic Relationships and Universal Safety Training are considered OMH’s anchor program. 50% Travel will be required.

Therapeutic Relationships and Universal Safety Training (TRUST): TRUST is a vitally important training program mandated for all OMH facility staff and available on a limited basis to non-State staff working in all mental health settings, including adult and children and youth, inpatient, and outpatient, and civil and forensic. TRUST is a key component of OMH’s restraint and seclusion reduction efforts and the creation of a violence- and coercion-free environment in all of OMH’s various settings. The incumbent will help to plan, organize, develop, and deliver TRUST train-the-trainer (TTT) programs and direct delivery of this program to State and non-state providers, and will also assist with curriculum revisions and development as needed to maintain the program.

Training Delivery – Under the supervision of a Training Specialist 2 MH, the incumbent will design and deliver training programs for clinical and direct care staff throughout the OMH system based on needs assessments conducted. Specific duties to be performed may include, but are not limited to, the following:

Plan, organize, develop, coordinate, promote, conduct, and review training and development programs to improve performance of agency staff and operations.

Serve as one of the Agency’s Instructor Trainers for the core programs.

Function as a technical expert and resource of the core programs for facility trainers and licensed community providers.

Review participant training course evaluations to determine deficiencies in content. Recommend and implement corrective action.

Research various sources to find information, materials, and technologies to help in the design and development of training programs.

Assist with curriculum revisions and development as needed to maintain the programs.

Organize and develop training materials from various sources while determining proper curriculum content and presentation methods.

The incumbent will be required to travel statewide to deliver train-the-trainer programs and direct training deliveries to State and non-state providers and to observe, develop, and mentor TRUST instructors.

MINIMUM QUALIFICATIONS:

Training Specialist Trainee 1 (Mental Hygiene): Bachelor’s Degree or higher.

Training Specialist Trainee 2 (Mental Hygiene): A bachelor's degree and one year of professional experience developing and delivering major segments of institution and community training programs to improve the knowledge and abilities of those caring for and treating individuals with mental illness or developmental disabilities in institutional and community settings.*

Full Performance: Training Specialist 1 (Mental Hygiene): A bachelor's degree and two years of professional experience developing and delivering major segments of institution and community training programs to improve the knowledge and abilities of those caring for and treating individuals with mental illness or developmental disabilities in institutional and community settings.*

*A Juris Doctor, master's, or higher degree in a related field can substitute for one year of specialized experience.

Additional Comments: Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. The number of permissible telecommuting days for each employee will be determined by the current work demands/assignments, as well as program operational needs and employee performance/productivity, but may not exceed 50% telecommuting in a two-week payroll period.

The starting salaries for this position are outlined below. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

  • $49,363 (Trainee 1- NS equated to SG-13)
  • $52,198 (Trainee 2- NS equated to SG-14)
  • $65,001 (Full Performance level SG-18)
