POSITION SUMMARY:

As a member of the Human Resources team, the HR Payroll & Benefits Administrator is responsible for directing and planning the day-to-day operations of the following: administration of Reconstructive NYFA' benefits and 401k programs, payroll processing, leave of absence administration, and ongoing maintenance of the HR & Payroll systems. Superior multi-tasking and attention to detail skills are a must. Professional judgment and confidentiality must be always displayed since much of the work will need to remain private and confidential.

REPRESENTATIVE RESPONSIBILITIES:

The following responsibilities are general duties that a particular employee in this position may or may not be required to perform. The day-to-day duties required of this position may vary.

  • Receives and reviews payroll records bi-weekly ensuring compliance with NYFA’s policies, procedures, and regulations; enters payroll into system; processes, calculates, and posts a variety of payroll actions including wage garnishments, benefits withholding, payroll liability claims, overtime hours, 1099’s, and worker’s compensation claims; prepares, balances, and corrects payroll reports.
  • Track and account for all voluntary deduction (i.e., medical, 401K, FSA, etc.).
  • Resolve payroll discrepancies by collecting and analyzing information.
  • Maintain payroll operations by creating and training policies and procedures and the reporting of any needed changes to payroll staff and management.
  • Create and maintain spreadsheets for on-going HR tracking of employment data and documentation including W-2's and other year-end reports.
  • Process, maintain and monitor COBRA billings, receivables, correspondence, and reconciliations.
  • Primary point of contact for payroll, benefits, and leave of absence questions for your regions. Resolves straightforward benefit and payroll discrepancies. Escalates issues and concerns to Director of HR and/or Accounting as appropriate.
  • Maintain and protect employee confidential information and documents.
  • Process FICA and ACA quarterly audits.
  • Process semester contracts and complete imports.
  • Aids independent auditors in their performance of annual audit; answers questions, locates materials, explains procedures and policies as requested.
  • Maintains a variety of files and records related to NYFA’s payroll system; enters new employees and terminations; makes permanent payroll employee changes to benefits, taxes, address, deductions; accrual.
  • Checks records and papers for clerical and arithmetic accuracy, completeness, and compliance with established standards and procedures.
  • Investigates employee complaints concerning direct deposit accounts by researching NYFA payroll documents and following up with banking institutions.
  • Any other duties as directed by supervisor.

KNOWLEDGE AND COMPETENCIES:

  • Established proficiency with a HRIS, Google Suite, and Microsoft Office applications, including Excel. Must have experience, abilities and skills to setup and maintain spreadsheets and troubleshoot.
  • Ability to apply modern accounting principles and procedures in a college setting and create effective working relationships with employees and other departments.
  • Must be able to work in an environment in which constant deadlines exist.
  • Ability to problem solve and reconcile accounts.
  • Ability to work independently as well as in a team setting.
  • Strong written and verbal communication skills.
  • Strong planning and organizational skills.
  • Use of 10-key by touch.

EXPERIENCE, EDUCATION, CERTIFICATION:

  • Bachelor’s degree in business administration, Accounting, or related field from an accredited institution.
  • Minimum of three years’ experience related to accounting and payroll procedures.
  • Knowledge of Federal and State tax laws pertaining to the payroll function.
