Position Title: Deputy Director, Living Streets & Public Space

The Team You’ll Work With:
The Mayor’s Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data
and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city

where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable
neighborhoods. MOCEJ integrates sustainability, resiliency, and environmental justice into one

coordinated approach across several climate and environmental offices, all working to make our buildings
efficient and resilient; our infrastructure climate ready; our streets, open spaces and public realm active,

extreme weather and multiple climate hazards, and giving every New Yorker a meaningful voice in our

city’s future.

The Problems You’ll Solve
Reporting to the Executive Director, the Deputy Director for Living Streets & Public Spaces develops and
advances a portfolio of policies and programs that increases the health, safety, and connectedness of New

York City residents and neighborhoods in the face of climate change and extreme weather events. This
role is highly collaborative and requires deep engagement and partnership with City and State agencies
and external partners, including nonprofit and community-based organizations and academia.

Responsibilities include, but are not limited to:

  • Develop and lead a portfolio of policy initiatives and programs that increase the resilience and
adaptive capacity of residents, communities, community-based organizations, public spaces and

small businesses to extreme heat and flooding, with a particular focus on neighborhoods that
have historically been excluded from opportunity and resources.

  • Build on existing initiatives to further address the drivers of extreme heat and protect New York
City’s most heat-vulnerable residents and neighborhoods.
  • Work with relevant City agencies and MOCEJ teams to use data-driven and evidence-based

approaches to inform MOCEJ’s social resiliency strategies.

  • Represent MOCEJ priorities in internal and external planning processes, including interagency
policymaking initiatives and meetings with elected officials, exercising independent judgement
and providing direction to agency partners.
  • Implement an existing portfolio of policy and programmatic initiatives focused on increasing

resiliency to extreme heat and flooding, advancing sustainable transportation, and addressing
waste policy by clarifying scope, helping team members to develop and execute work plans, and
balancing priorities and resources across the portfolio.

  • Support team members to structure and perform complex policy analyses and to craft

deliverables (e.g., memos, presentations, and graphics) that effectively communicate results and

recommendations a variety of audiences, reviewing draft deliverables and ensuring quality of
final work products.

  • Ensure frequent and consistent communication of status for key projects and programs; convene
and direct multi-stakeholder problem-solving to clarify strategic direction and ensure consistent
progress toward work plans.
  • Evaluate the impact and effectiveness of programmatic initiatives to inform future direction.
  • Provide coaching and mentorship to team members; troubleshoot complex policy/planning
issues and managerial challenges.
  • Support professional development of team members, provide regular constructive feedback to

ensure ongoing growth and create opportunities for team members to take on new
responsibilities.

  • Engage in collaborative problem-solving with delay and implementation challenges as they arise.
  • Represent MOCEJ internally and externally.
  • Represent the Executive Director and the Mayor at meetings, public forums, conferences, City
Council and other government hearings, and other external engagements as necessary.
  • Bring diversity, equity, and inclusion lens to the work; and
  • Assist with special projects as needed, and lead other duties, as assigned.

About You
• Graduate degree and/or at least 6-10 years of full-time relevant professional experience in a field

related to this position such as climate adaptation, public health, environmental justice, social

policy, social and behavioral science, or urban planning.
  • A passion for tackling the unprecedented challenges of climate change and will enthusiastically

lead and assist City agency partners in developing strategies to advance social resiliency,
especially for New York City neighborhoods and residents that have historically been excluded

from opportunity and resources.

  • Excellent communication and interpersonal skills, particularly in terms of communicating
complex issues to audiences with varying levels of technical understanding.
  • Attention to detail and excellent organizational skills, which include but are not limited to the
ability to manage complex projects, coordinate multi-faceted programs, and maintain control of

analytical details while balancing large-scale program objectives and shifting political conditions
and priorities.

  • Demonstrated experience managing interactions with senior leadership to achieve program

goals.

  • Demonstrated experience in staff management and development is a must.
  • Ability to gain the support of public and private stakeholders and a commitment to prioritizing
partnerships with community organizations in neighborhoods historically impacted by climate-
related social, economic, and health burdens.
  • Excellent communication and interpersonal skills, particularly in terms of creating, directing and
translating rigorous, defensible public policy models into transparent conclusions that can be
easily explained and understood by the public.
  • New York City government work experience: or relevant technical, consulting or business

background is a plus.

  • Willingness to travel, and work after hours or on weekends, as required.

Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive salary,
equity for all full-time roles and exceptional benefits. Our cash compensation range for this role is
$ 130,000 – $ 145,000.
Final offers may vary from the amount listed based on candidate experience and expertise, and other
factors.
