Job Description

Note: This position is open only to current FDNY employees serving in the permanent civil service title of Principal Administrative Associate.
The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values.
The Fire Department, City of New York (FDNY), seeks a full-time HR Talent and Acquisition Specialist in the Bureau of Human Resources. Reporting directly to the Deputy Director of HR Talent and Acquisition and working closely with the Sr. Director and AC of HR.
The responsibilities include:
  • Work with and provide guidance to hiring managers to create and modify job descriptions in accordance with DCAS Title Specifications
  • Conduct job analysis for all vacancies prior to posting and/or PAR preparation.
  • Create job postings, assessing job descriptions, preferred skills and abilities requested.
  • Prepare Personnel Action Requests (PAR) for all EMS, Uniform, and civilian vacancies including blanket PAR's for civil service list calls.
  • Vet candidate resumes as needed to fill various positions.
  • Utilize the Applicant Tracking Systems (PARTS) to process approved job vacancies and track candidate data and hiring status.
  • Prepare correspondence, such as, conditional offers of employment, internal approval memos and employee notifications for changes to title level and/or salary.
  • Assist with status updates, communicating effectively, professionally, and respectfully with Bureaus and ensuring that the posting, candidate selection and on-boarding process is handled smoothly.
  • Serve as back up to other roles in the Unit and perform other HR related functions as needed.
Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Preferred Skills
-Proficient in Microsoft Office Suite -Knowledge of City HRIS systems, including CHRMS NYCAPS, PRISE, and PMS -Ability to work well in a fast-paced, team-oriented environment -Familiarity with New York City’s Civil Service process
