Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $100,000 - $125,000.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Executive Director of Policy oversees the Policy Unit, which is situated in the Office of Program Innovation and Planning within the Division of Policy, Planning and Measurement. The Policy Unit drafts, edits, secures approval for, and prepares for release all external ACS policies affecting ACS staff and contract agencies, as well as other guidance documents, performance standards and informational materials aimed at contract agencies and other stakeholders. Reporting to the Assistant Commissioner for Program Innovation and Planning, the Executive Director of Policy is responsible for the day-to-day operations of the unit, performing the following job functions and duties:
  • Oversees the work of the unit’s policy writers, including the delegation of policies for drafting, management of workflow, prioritization of tasks, and review of each writer’s writing and content;
  • Writes and edits new policies, procedures, memoranda and other materials as needed, particularly those requiring a high level of skill, nuance, or technical expertise;
  • Conducts as well as oversees research into content areas related to pending policies, including but not limited to child protection, foster care, preventive services, juvenile justice, adoption, family court, and early care and education;
  • Researches and evaluates policies, procedures, practices and regulations used in New York City, New York State, and other jurisdictions as applicable to pending policy issues within ACS;
  • Makes recommendations on policies, procedures and standards by analyzing current systems and program objectives, and researching alternate systems in order to improve the delivery of services and agency workflow;
  • Coordinates the internal review of policies by affected ACS Divisions, facilitates workgroups and other discussions to advance policy drafts and support the development process, and prepares policies for review and approval by the Commissioner;
  • Coordinates any required external reviews of pending policies, including oversight of new ACS policies by the state Office of Children and Family Services;
  • Receives and responds to public comments regarding new or existing policies and fields inquiries related to ACS policy as needed;
  • Oversees the maintenance of the agency’s publicly available Internet Policy Library, as well as internal policy databases via Docushare.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills
The preferred candidate will possess a Master’s Degree in Social Work, Public Administration or a related and equivalent human services or public policy degree, OR a Juris Doctorate, and must possess exemplary written and oral communication skills, including the ability to proofread and edit documents to a high standard of clarity and precision, the ability to interpret and develop highly technical or procedural guidance and analyze conditional instructions, workflows and administrative processes, and the ability to research, understand and interpret laws, regulations, city policies and the advice of counsel. Experience with child and family services in New York City, with writing and editing policy or research documents, and/or with the operating requirements of ACS and its contract agencies is preferred. Possess excellent writing skills,as well as strong verbal communication skills. Strong computer skills (e.g.,formatting Word documents,creating Excel spreadsheets),and experience in conducting research. Knowledge of child welfare policies and practices.
