Job Description

Adult Protective Services (APS) is mandated by the State of New York to provide social, legal, and protective services to individuals 18 years of age and older, who because of mental and/or physical impairments are unable to meet their essential needs for food, shelter, clothing or medical care, secure benefits and entitlements or protect themselves and have no one available who is willing and able to assist them responsibly. APS establishes appropriate safeguards to protect a given individual's resources, safety, or health, and stabilizes the situation. APS ensures that medical and psychiatric services, eviction prevention, financial management, home care, legal services and as last resort, guardianship services are provided. The Supervising Social Worker will report to the Regional Director of Field Operations (Contracted Field Offices), who is responsible for providing administrative oversight and support for the APS borough offices and contracted vendors who serve New York City's most vulnerable population.
Adult Protective Services (APS) is recruiting to hire one (1) SUPERVISOR I (SOCIAL WORK) to function as a Supervisor Social Worker and will:
Under general supervision, with latitude for independent judgment and decision making, supervises a group of Social Workers providing psychosocial services and consultation to APS' client population. This individual has experience with an at-risk and difficult-to-serve population facing one or more of the following: abuse, neglect, self-neglect, mental or physical impairment, financial exploitation, domestic violence, or eviction/ homelessness.
  • Supervise and provides guidance to a team of social workers providing psychosocial services and consultation on complex cases involving abuse, self-neglect, neglect, and resistance to APS efforts.
  • Ensure compliance with accepted social work practices and principles and operational adherence to government, agency. and contracted rules, regulations, and requirements.
  • Interact with Community Guardian service providers to evaluate and assess treatment plans, clients' progress, and to develop/evaluate discharge and aftercare plans and/or recon1niend alternative action or trcatn1ent including referrals to the Multi-Disciplinary Team (MDT).
  • Conduct QA reviews of agency and contractors case records and train staff on policy) and procedures regarding case management and record keeping protocols.
  • Provides assistance and guidance to subordinate social workers participating in the department's Multi-Disciplinary Team (MDT) case management initiative.
  • Participates in MDT conferences on site and in other locations with supervisory/managerial personnel, other processionals (including physicians, psychiatrists, psychologists and with representatives of government and non-government agencies.
  • Assist the MDT Coordinator with coordinating clinical assessments and/or follow up with partnering agencies and personnel.
  • Investigate and respond to 311 calls and correspondences/inquiries from constituents regarding social service provisions and service delivery to APS or Community Guardian clients.
  • Refer clients/others to HRA/DSS/outside agency offices, by matching client needs with services provided by agencies/consulting with client where appropriate/preparing/submitting necessary forms/summaries/other, to enable services to be obtained.
  • Assess/reassess the social service needs of APS clients, by interviewing client in their homes, discussing circumstances with other appropriate persons/reviewing records/reports, to recommend the provision of adequate/appropriate/mandated services.
Minimum Qualifications

1. A Master's Degree in Social Work from an accredited school of social work and one year of full-time satisfactory experience practicing social work utilizing one or a combination of casework, group work and community organization methodologies.
2. Certification and License Requirement: A valid Certified Social Worker (CSW) certificate or Licensed Master of Social Work license (LMSW) issued by the New York State Department of Education must be obtained within one year of the date of appointment. Employees who fail to obtain their CSW or LMSW within one year after appointment will automatically have their probationary periods extended for no more than six months. Failure to obtain the CSW or LMSW by the end of 18 months of service will result in dismissal.
3. Special Note: Section 424-a of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities has been the subject of a child abuse and maltreatment report. The agency has the discretion to assign a candidate who has been the subject of a child abuse and maltreatment report to a position with no child-care responsibilities.
