Job Description

Job Description
Under general direction, the Payroll Manager manages the payroll function of COFAM personnel. Makes decisions based upon a comprehensive knowledge of Generally Accepted Accounting Principles (GAAP). Duties performed are of moderate to high degree of complexity and diversity. Must be able to interpret and explain existing payroll and fiscal policies and procedures. Personally performs complex and difficult accounting and auditing work. Prepares a wide variety of payroll and related reports.

Typical Duties and Responsibilities:

  1. Oversees the payroll function, including supervising the staff assigned to that specialized area. Personally performs and supervises all work involved in the calculation, preparation, and posting of payroll for 300 employees, including union, temporary, fixed term, and on-call staff.
  2. With Payroll Clerk, calculate, process, and post biweekly payroll and off-cycle payrolls for terminating employees.
  3. Ensure new employees are set up accurately in ADP and retirement plans, and any core data payroll changes are accurately reflected (e.g. pay increases, change of employee class, etc.)
  4. Trains staff on using ADP Time and Attendance, and ensures system is being utilized to maximum potential.
  5. Utilizes labor contract provisions, charter and administrative code provisions, civil service rules, annual salary and salary standardization ordinances, departmental rules, and other documents governing employee pay and benefit rights; provides written and oral explanations to management, union officials, and employees.
  6. Participates in conferences and staff meetings relating to departmental activities, COFAM MOU rule changes and new procedures to improve payroll operations; participates in meetings regarding electronic data processing and its application to payroll and personnel operations.
  7. Confers with appropriate senior management and departmental representatives, as well as Benefits and Retirement representatives, in connection with the interpretation and application of various laws, codes, rules, accounting controls, and other matters pertaining to payroll operations.
  8. Responds to employee inquiries related to a variety of pay issues.
  9. With Payroll Clerk, processes all personnel transactions in ADP Workforce Now (HRB, Payroll, and Time and Attendance). Prepares monthly reports such as step increases, acting assignment pay, fixed term and temporary assignments, turnover, new hires and terminations reports, longevity pay, anniversary dates (vacation accruals), EEO-1, and health benefits reports.
  10. Posts salaries, benefits, and other payroll-related entries to proper labor cost reports and payroll accounts/general ledger. Reconciles payroll and benefit GL accounts monthly.
  11. Prepares pension census data for actuaries. Prepares invoices for payments related to health benefits, union dues, and tax-deferred contributions.
  12. Prepares 401K calculations for Employer Match. Processes all 401k and other retirement plan contributions.
  13. Lead for all 401k, pension, workers compensation, and other retirement and payroll-related audits. Assists with other audits as required.
  14. With Payroll Clerk, prepares various reporting and compliance, such as SF City Option contributions, time off accrual and overtime reports, and quarterly payroll tax liability reports. Responds to and actions all payroll-related government inquiries and requests.
  15. Responsible for preparing and issuing accurate W-2’s to all employees timely.
  16. Assists in maintaining and renewing all business insurance policies.
  17. Identifies opportunities for payroll process improvements and automation, implementing best practices to increase efficiency and accuracy.
  18. Performs other duties as assigned, which may include assisting with reconciliations and reporting for non-payroll accounts.

Minimum Qualifications:

Education: Bachelor’s Degree in either Business or Accounting from an accredited college or university.

Work Experience: Seven years of accounting and payroll processing experience, including two years of direct supervising experience. Union, hourly, on-call, temporary, and other variable labor experience preferred.

May substitute two additional years of work experience for college credit.

Skills and Abilities:

  • HRIS database and AP experience required (HRB, Payroll, and/or Time and Attendance preferred.)
  • Proficient in computer applications; must be at an intermediate Excel level (including knowledge of pivot tables); Financial Edge knowledge preferred.
  • Understanding of general and cost accounting principles.
  • Skilled in making arithmetic calculations and analyzing accounts.
  • Detail-oriented with a high level of accuracy; ability to maintain accurate and up-to-date records.
  • Ability to meet strict deadlines and handle multiple tasks simultaneously; excellent time management and organizational skills.
  • Strong interpersonal skills; ability to deal effectively with staff, vendors, and members of the general public in a professional manner in written and spoken communication.
  • Must be courteous and customer service focused.
  • Ability to explain both simple and complex payroll situations/needs/problems.
  • Ability to use good judgment, work independently, and manage payroll staff to perform their duties timely and accurately.
  • Ability to handle and safeguard confidential matters, data, and records.

The benefits package includes medical, dental, vision and 401(k), and paid time off.

This position is eligible for a hybrid work schedule. Hybrid schedules typically include at least 3 days a week onsite and up to two days per week working remotely.

The annual salary range for this position is $105,000-120,000. The final offer amount within this range will be based on experience and internal equity.
