North Olympic Healthcare Network is Hiring a Manager, Fiscal Programs Near Port Angeles, WA

POSITION SUMMARY

Ensure compliance with the critical fiscal Health Center programs (including, but not limited to, 340B Drug Pricing Program, No Surprises Act, and discount programs for patients with financial hardships and limited income). Lead department staff in ensuring compliance with organizational and departmental policies and procedures to ensure quality and effectiveness of work completed. Develop reporting, processes for review, and tracking impacts of each of the Programs and the regulatory compliance of North Olympic Healthcare Network (“NOHN”) with these Programs.


PRIMARY ACCOUNTABILITIES

Achieve Results:

  • Be accountable for the reporting, tracking, and monitoring of compliance with program performance.
  • Maintain copies of reports for compliance and audit purposes.
  • Analyze programs activities and make recommendations and implement refinements to achieve their intended goals.
  • Optimize program performance, including program specific objectives (e.g. 340b savings), to minimize potential lost savings and support patient access to affordable care.
  • Summarize and report results to the CFO.
  • Perform other duties as assigned.

Operational Excellence

  • Serve as the “Primary Contact” for NOHN with the Health Resources and Service Administration (“HRSA”) Office of Pharmacy Affairs and other bodies as necessary to facilitate program compliance.
  • Demonstrate and safeguard NOHN’s compliance with programs rules and regulations.
  • Evaluate, investigate, educate staff, and resolve matters of noncompliance within the organization’s Programs.
  • Support applicable departments in creating and maintaining compliance practices in order maintain program compliance
  • Develops, maintain, and revise policies and procedures for the Programs.
  • Monitor the programs’ regulatory requirements and update applicable stakeholders on legislative changes and the impact on programs.

Relationship Management

  • Maintain effective, positive relationships amongst the staff, peers, and management.
  • Demonstrate NOHN’s behavioral standards of conduct in interactions with staff, vendors, and outside parties

POSITION REQUIREMENTS

Education

  • Bachelor of Business Administration, Finance, or another specialization applicable to the role preferred; completion of further post-secondary education is an asset to the candidate. Candidates who have not completed post-secondary education but who have significant directly applicable work experience (5 years) will be considered.

Qualifications and Key Skills

  • Must have strong working knowledge of computers, office automation software and related tools. Specifically, MSOffice suite applications Excel and Word.
  • Experience with Epic Systems medical health record preferred.
  • Preference for candidates with prior experience with 340B program rules and regulations, HRSA’s Sliding Fee Discount compliance, and Good Faith Estimate requirements under the No Surprise Act.
  • Apexus Advanced 340B Operations Certificate (“Certificate”) holder preferred. If a candidate is not a Certificate holder it is expected, they will train to obtain one shortly after being hired.
