Description

DEFINITION

This position reports to the Rail Training Manager and is responsible for the delivery and implementation of regulatory and custom-made training programs focused on operations delivery.

They will serve as the subject matter expert and will work directly with the Rail Division to deliver high-quality service, meeting and exceeding our customers' expectations.

Distinguishing Characteristics

This position requires an individual with strong instructional knowledge and the ability to deliver transportation technical training classes, including operating rules and maintenance of equipment, which supports achievement of key business objectives through a trained and fully competent workforce.

Instructional topics may include non-technical, management, and quality and service reliability programs. This position is designated at "Safety-Sensitive" in accordance with DOT drug and alcohol regulations under 49 CFR Part 655 and / or 49 CFR Part 219 as appropriate and will participate in a random testing pool under those guidelines.

Supervision Received and Exercised

This position reports to the Rail Training Manager and will be required to collaborate with and take direction from the Rail Operations Management.

This position will only have direct supervisory responsibility in regard to railroad operations certifications (Locomotive Engineer, Conductor, Train Operator, and Train Attendant).

Beyond this they will provide oversight and guidance to Rail Division staff. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various training teams that may be instituted.

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required.

Transit operations are 24 / 7, 365 days per year which requires this individual to work a variety of days and shifts to ensure training is being properly implemented;

this includes evenings, nights, weekends, and holidays as needed.

Examples of Duties

Essential Functions

Duties may include, but are not limited to, the following :

  • Develops and implements training, including curriculum, lesson plans, training materials and testing. Coordinates the development and use of multimedia methods in training as appropriate.
  • Conducts training for employees relative to passenger and hybrid rail operations service delivery. Will serve as back-up to department trainers as needed.
  • Schedules courses and facilitates necessary equipment to be used in the delivery of training courses.
  • Maintains course content accuracy and ensures alignment with current FRA / FTA / CPUC and District rules and regulations.
  • Updates instructional procedures and program content as needed; coordinates with other training staff on program design and delivery methods as needed.
  • Monitors progress of trainees and provides periodic counseling and progress evaluation.
  • Maintains complete and accurate documentation on all facets of training and testing for each student in accordance with District policies and procedures, and as required and mandated by federal and / or state legal and regulatory authorities.
  • Conducts evaluations, audits, and observations of trainees within assigned work function and proposes improvements to processes and training strategies as needed.
  • Continuously develops and updates personal subject matter expertise regarding work processes, rules, technology, equipment, and other requirements which training is designed to address.

Actively participates on cross-functional teams with business partner departments to update expertise.

  • Develops training programs to address operational concerns and deficiencies.
  • Assists in training other areas as needed.
  • Prepares for and participates in FRA, CPUC, FTA, and NCTD audits.
  • Performs the duties of a Designated Supervisor of Locomotive Engineers in regards to Locomotive Engineer Certification (240).
  • Performs the duties of a Supervisor / Trainer in regard to Conductors (242), Train Operators, and Train Attendants certification and recertification plans.
  • Completes frequent check rides on rail operations employees both formally : certification and recertification, and informally to provide coaching and mentorship.
  • Performs other related duties as assigned.

Qualifications

Education / Experience

  • Minimum High School Diploma or equivalent required.
  • Associate's or Bachelor's Degree preferred.
  • Minimum five (5) years prior directly relevant experience in freight railroad, passenger railroad, rail transit, or public transit operating environment.
  • Qualified (past or current) as a Locomotive Engineer and Conductor.
  • Experience mentoring and coaching new and experienced railroad operating staff.
  • Experience delivering training to groups in a classroom setting preferred.

A combination of experience / skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates / Licenses

  • Possess and maintain a California driver's license, Class C, with less than 6 points in the preceding 36 month period and no DUI's in the preceding 7 year period.
  • Maintain compliance with the District's policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.
  • Must be able to become RWP Qualified on NCTD owned railroad properties.
  • Must be able to pass and maintain DOT physical examination requirements.
  • Must be able to obtain and maintain First Aid / CPR certification.
  • Must be able to qualify and maintain Locomotive Engineer Certification on COASTER.
  • Must be able to qualify and maintain Conductor Certification on COASTER.
  • Must be able to qualify and maintain Train Operator Certification on SPRINTER.
  • Must be able to qualify and maintain Train Attendant Certification on SPRINTER.

General Requirements

  • Strong knowledge of rail passenger service delivery, preferably in the both the commuter and light rail domains.
  • Strong knowledge of FRA, FTA and CPUC regulations.
  • Knowledge of industrial safety concepts and program development and application.
  • Ability to create and maintain good working relationships through excellent communication and teambuilding skills, including the ability to engage successfully with both internal and external contacts and the public.
  • Strong communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze, and present data to appropriate sources.
  • Demonstrated use of discretion and judgment in execution of duties.
  • Ability to manage and maintain simultaneous, transitional, and emerging priorities.
  • Demonstrated proficiency in computer software programs including the Microsoft Office Suite.
  • Availability by phone and ability to respond in person to system emergencies and system problems at any time and under any weather or time-of-day circumstances.
