Description of Work

The STARBASE is a Department of Defense (DoD) program that focuses on elementary students, primarily fifth graders. The goal is to motivate them to explore Science, Technology, Engineering and Mathematics (STEM). Students who live in inner cities or rural locations, those who may be socio-economically disadvantaged, low in academic performance or have a disability are in the target group. The program encourages students to set goals and achieve them. STARBASE is a program to improve math and science skills for students who are historically underrepresented in science, technology, engineering and math (STEM).
The Deputy Director is responsible for assisting the Director in managing the policies, directives, regulations, and procedures to ensure that students are provided the proper learning environment that meets the approved curriculum and mission of STARBASE North Carolina. Provides instructional leadership to ensure high standards of STEM instruction and foster a positive and energetic school climate.
  • Oversee day-to-day operations of the STARBASE program.
  • Perform classroom instruction as assigned and assists in classroom when needed.
  • Research and implement curriculum modifications as approved by DoD STARBASE.
  • Schedule classes including students, teachers and other activities as appropriate.
  • Ensure delivery methods are consistent with program intent.
  • Develop and implement policies and procedures involved in program administration.
  • Assess program success/student performance based on feedback from teachers and students, and test scoring results.
  • Hires, supervises, and oversees training of staff. Observes and evaluates STARBASE personnel.
  • Provide leadership, guidance and direction to staff to ensure that program needs are met in a timely manner.
  • Oversee classroom instruction and implementation of the program in compliance with DoD STARBASE Instructions.
  • Works with staff to update STARBASE curriculum and PowerPoint/Google Slides presentations.
  • Conduct and oversee outreach activities with the local communities and school districts to promote the STARBASE program
This is a full-time position (40 hours per week) with State Benefits.
Note to Current State Employees:
The salary grade for this position is NC12. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

The mission of DPS is to safeguard and preserve the lives and property of the people of North Carolina through prevention, protection, and preparation with integrity and honor. Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol. Also included are these Boards and Commissions: ABC Commission, Governor’s Crime Commission, Private Protective Services Commission, and Boxing & Combat Sports Commission. DPS is comprised of approximately 6,000 permanent positions and nearly 13,000 NC National Guard temporary positions.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience in and knowledge of K-12 public education, programs, rules, and regulations.
  • Experience in the basic principles, theories of education and instructional methods, techniques.
  • Experience planning, assigning, and supervising the work of staff and Instructors.
  • Experience making executive level presentations.
  • Experience in office software, i.e., Microsoft Word, Excel and PowerPoint as well as Google Sheets, Docs, and Slides.
Successful candidate must be able to pass an extensive background check and obtain a suitability clearance as a condition of employment. Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.

Minimum Education and Experience Requirements
