North Carolina Dept of Transportation is Hiring a Business Development Program Specialist Near Rockingham, NC

Description of Work

The Business Opportunity and Workforce Development (BOWD) Program for NCDOT is located in the Office of Civil Rights (OCR). The Unit administers the Disadvantage Business Enterprise (DBESS), Small Professional Services Firms (SPSF) and Small Business Enterprise (SBE) Supportive Services Programs by provide training, education, and technical assistance to increase the number of certified firms active on federal and state highway construction projects, and to facilitate the firms' development into economic viable, self-sufficient organization capable of competing for, and performing more competitively on federally funded and state funded projects. The DBESS Program is a federally required, comprehensive multimodal program, supported by federal dollars. The SBE/SPSF supportive services program is a comprehensive multimodal program, supported by state dollars. The Business Development Program Specialist reports directly to the BOWD Manager and is responsible for planning short- and long-term goals, setting overall work priorities and assisting with the management of day-to-day activities to ensure appropriate supportive services are timely and efficiently delivered to certified firms.
The Specialist is also responsible for the following:

  • Collaborating with small and minority businesses, internal and external stakeholders, including prime contractors, community partners and associations, etc., to develop strategic partnership activities;
  • Maintaining scorecard information for tracking and reporting;
  • Assisting with development of state and federal budgets, including preparing annual Statements of Work for FHWA;
  • Marketing the BOWD program by attending trade shows, conferences and various outreach and networking events;
  • Providing educational and training opportunities for certified firms;
  • Responding to inquiries from small and minority businesses and community/collaborative partners;
  • Assisting with the preparation of monthly, quarterly and annual reports for Department and FHWA as required;
  • Planning and delivery of workshops, training, webinars and other programs for small and disadvantaged businesses;
  • Development and creation of marketing materials for Supportive Services program events and communication;
  • Providing case management support for certified firms;
  • Engaging statewide certified firms through marketing campaigns and other innovative strategies to promote BOWD program services; and,
  • Project management of consultant contracts including soliciting, negotiating and monitoring work.
The program area for this position may include one or more of the following: Working knowledge of (DBESS), Small Professional Services Firms (SPSF) and Small Business Enterprise (SBE) Supportive Services Programs in the areas of training, education and technical assistance.
Position will require traveling and the ability to legally operate a vehicle.

RECRUITMENT RANGE: $49,158 - $72,000

Knowledge, Skills and Abilities / Competencies

  • Experience exercising judgment and discretion in establishing, applying, and interpreting federal and state laws, policies, regulations and procedures.
  • Knowledge of business administration and workforce development as it relates to small and minority businesses.
  • Experience establishing and maintaining effective, strategic relationships and partnerships with internal and external stakeholders.
  • Experience in developing and conducting trainings, workshops, webinars and other presentations both in person and through virtual means.
  • Working experience participating effectively in program planning, evaluation, and quality control methods.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.
