North Carolina Dept of Health and Human Services is Hiring an Assistant Regional Director Near Stanly County, NC

Description of Work

The incumbent in this position performs administrative work to assist the Regional Director for the Western Region in managing Vocational Rehabilitation Programs for individuals with various physical, mental, developmental, sensory, and substance use disabilities. Incumbent serves as a member of the regional management team in formulating program goals and policies for the region and may represent the Regional Director as needs dictate. Work is performed independently under the general supervision of the Regional Director and is reviewed through periodic conferences and reports. Other specific duties include assisting Regional Director by assessing and investigating regional problems and taking appropriate action deemed necessary. Coordinates and supervises the regional operational management system, meets with Unit Managers and supervisors to determine goals and objectives, including number of cases to be served by each unit. Monitors regional performance and production goals and reports monthly on these to keep management team abreast of production progress and status.
With cooperating agencies, prepares 3rd party budgets for mutual rehabilitation programs. Reviews budgets regularly and coordinates with appropriate specialists in the State Office. Position negotiates needs such as staffing, budget, equipment, and space with cooperating agencies (third-party programs). Assignments may include identifying needs within the region and making recommendations to the Regional Director and other appropriate agency personnel. Works with architects, contractors and lessors when needs dictate new or expanded offices/facilities. Manages physical property needs to include leases, renovations, property upgrades, routine and emergency maintenance, janitorial services, trash removal service, equipment and regional inventory and other functions as needed for property management.
Takes lead role in planning and operations for computer technologies. Responsible for procurement card accountability and also responsible for overall planning and approval of office equipment needs. Position works closely with purchasing staff to secure needed items for clients and operational function. Leads safety & health initiative for the region. Supervises professional-level staff serving the region, specifically engineers, specialists, an administrative specialist and/or others as designated by the Regional Director and other appropriate agency personnel.
Duty station will be located in the Western Region at the discretion of management as determined by program and business needs.

  • Considerable knowledge of methods and practices of vocational counseling, planning and guidance along with knowledge of federal and state laws pertaining to vocational rehabilitation and related services.
  • Considerable knowledge of services available to individuals from other public and private programs.
  • Knowledge of and ability to apply administrative and management principles, methods of program evaluation, and principles of planning and budgeting.
  • Ability to administer and coordinate major rehabilitation services within assigned area of responsibility and to establish and maintain effective working relationships with the public, division/departmental staff, and co-workers.
  • Ability to express oneself clearly in oral and written form.

Physical Requirements
  • Knowledge supervisory and performance management experience
  • Driver's license required ad travel in the service areas is required

Minimum Education and Experience Requirements

Master’s degree in Rehabilitation Counseling or Counseling from an appropriately accredited institution and five years of administrative or supervisory experience in a rehabilitation service program;
OR
Current certification as a Certified Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification (CRCC) and five years of administrative or supervisory experience in a rehabilitation service program;
OR
An equivalent combination of education and experience
