Noblis is Hiring a Senior Technical Writer and Communications Specialist Near Washington, DC

Responsibilities

At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, and proactive experts and professionals. We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS).

As a member of the MCS Front Office, this position works with the team to provide technical writing, strategic, communications, and editorial support to enable MCS oversight of its Research and Development, Test and Evaluation (RDT&E) portfolio and facilitate its efforts to analyze, introduce, and enhance technological products, services, systems, and capabilities to S&T’s customers. Communication regarding these efforts externally and internally within DHS is of critical importance, and you will work with the existing MCS Communications Specialists and the S&T Communications Outreach Division (COD) to communicate and publicize MCS’ mission and capabilities. You will develop and convey strategic messaging throughout DHS, including Headquarters, the S&T Directorate, and to stakeholders and agencies in the Homeland Security Enterprise, such as: the Transportation Security Administration (TSA), Customs and Border Protection (CBP), Federal Emergency Management Agency (FEMA), First Responders, the Countering Weapons of Mass Destruction Office (CWMD), Immigration and Customs Enforcement (ICE), US Secret Service (USSS), and the Cybersecurity & Infrastructure Security Agency (CISA).

This position offers opportunities to manage and participate in the development, preparation, review, revision, and maintenance of technical and non-technical documents. You will develop and review internal briefing decks, reports, strategic plans, Congressional briefs, internal training materials, processes, and a wide range of internal and public facing artifacts. This dynamic position requires someone who can think strategically, make connections with internal stakeholders, write compelling material to effectively promote MCS’ work, create dynamic artifacts in a variety of media, and review and edit program management and communications products to ensure technical accuracy, consistency, and adherence to organizational standards. The position works closely with the senior leadership team to shape strategic messaging/themes across MCS’ disparate efforts and promote MCS.

Responsibilities may include, but are not limited to:

  • Serving as a communications liaison to S&T’s COD.
  • Developing communication strategies, plans, resources, and outreach.
  • Translating complex technical information into clear, readable documents to be used by technical and non-technical personnel. 
  • Identifying and drafting internal messaging documents, articles, etc.
  • Organizing material and writing descriptive copy according to established standards regarding order, clarity, conciseness, style, and terminology.
  • Coordinating publication of documents with the respective program offices and maintaining records of cleared documents and those in progress.
  • Originating new or refining draft briefings, posters, newsletters, website content, program fact sheets, standard training materials, white papers, and other communications products in accordance with prevailing DHS polices, templates, and guidance.
  • Providing technical writing guidance and deciphering directions provided on scripted storyboards, specifications, etc.
  • Developing content for social media networks and platforms, such as Facebook, Instagram, Twitter, and YouTube. 
  • Selecting photographs, diagrams, and charts to illustrate material.
  • Reviewing documents for grammar, punctuation, and consistency with the organization’s style and format.
  • Performing analyses to identify current and future potential communication channels; identify target audiences; define internal and external perceptions; and identify strengths, weaknesses, and opportunities in those areas related to promoting MCS programs.
  • Corresponding with clients, event speakers, participants, and event sponsors/exhibitors.
  • Deploying tactics to engage and openly exchange information with key individuals and organizations across the stakeholder spectrum.
  • Conducting outreach and providing responses that promote continued communications with internal stakeholders.
  • Assessing, developing, and implementing methods to improve current communications tools internally.
  • Making recommendations as to whether or not something can be released on the basis of sensitivity and how to creatively share information that is interesting but also deemed publicly releasable
  • Developing and presenting training, as well as ad hoc one-on-one trainings, on communications best practices to MCS contractor and federal staff in coordination with other MCS Communication Specialists.
  • Identifying and recommending potential communications metrics to track to demonstrate trends and status.
  • Collaborating with Program Managers and Subject Matter Experts (SMEs) to gather information related to communications product development and revision.

Required Qualifications

  • BA/BS and 10 years of relevant experience or MA/MS and 5 years of relevant experience.
  • Eligibility to receive a SECRET clearance. 
  • Eligibility to obtain DHS Suitability.

Desired Qualifications

  • Demonstrated strong writing, copy editing, and proofreading skills, targeting both technical and non-technical audiences according to established standards.
  • Experience translating complex technical information into plain language text in accordance with established standards.
  • Experience utilizing Drupal to manage online content.
  • Strong interpersonal skills to establish effective working relationships.
  • Experience and proficiency working with MS Office (Word, Project, Excel, and PowerPoint) and collaboration sites (MS SharePoint and Teams).
  • Demonstrated experience providing communications, writing, and editing guidance to teammates.
  • Possess expertise in standard graphic tools such as Adobe Photoshop and other specialty tools within the area of expertise.
  • Excellent written and oral communication skills as well as organizational skills.
  • Ability to work on multiple projects simultaneously inclusive of demonstrated experience prioritizing, tracking, and adjusting work streams as required with sufficient attention to detail to ensure efficient follow-through to project completion.
  • Flexibility and adaptability to work in a fast-paced environment as well as creativity to propose new ideas to enhance communication products.
  • Experience providing consistent and clear communication with all levels of the government, including senior leadership.
  • Experience and demonstrated expertise developing a variety of communications materials for publication, internet, strategic initiatives, training materials, white papers, reports, etc.
  • Experience in designing, developing, implementing, and managing/executing strategic communication plans, initiatives, and campaigns.
  • Knowledge and experience with electronic media campaigns.
  • SECRET Clearance.
  • DHS Suitability.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $56,000.00 - USD $98,000.00 /Yr.
