Description

Position Overview

Reports to the Vice President of Finance and Administration, directs the activities and functions of the Fiscal Department including responsibility for the budgeting, central accounting system, cash management, investment management, accounts/pledge receivables, accounts payable, payroll, operations and accurate reporting. Ensures that department activities comply with all relevant federal, state, and local regulations. Establishes internal control structure to ensure protection of agency assets. Assists in the formulation and execution of policy. Directs the preparation of statements and reports on financial affairs for the administrative team, funding sources, Board of Directors, Finance and Administrative Committee and public. Consults with, reviews the activities of division heads, and determines desired objectives. Directs the selection, training, and job expectations of Fiscal staff.

Responsibilities/Duties/Functions/Tasks

  • Work in collaboration with Next Door's Fiscal and Administrative teams to prepare budgets from public and private funding sources for organizational needs.
  • Oversee preparation and monitoring of the agency's annual fiscal budget.
  • Supervise the daily financial operations by developing, monitoring and ensuring Next Door's fiscal policies and procedures are effectively adhered to.
  • Provide oversight for the maintenance of the following: the general ledger, payroll, accounts payable and accounts receivable, ensuring that generally accepted accounting practices are followed.
  • Develop and maintain adequate internal controls to ensure compliance and efficiency with organizational policies and procedures.
  • Prepare financial statements and reports.
  • Provide fiscal oversight of all federal, state, and local grants and contracts, ensuring compliance.
  • Monitor daily banking and investing activities.
  • Assist with the annual independent audit as well as internal audits by funders, as they occur from time to time.
  • Review accounts payable expenditures for compliance with grant requirements and agency policies.
  • Ensure compliance with standard fiscal operating procedures.
  • Direct and supervise the work of the fiscal staff.
  • Provide financial reports to committees in the absence of the Vice President of Finance and Administration.
  • Perform other duties as assigned.

Accountability and Performance Requirement

All staff will support the agency mission, vision, standards of conduct/code of ethics and strategic directions and support administrative decisions. This must demonstrated by maintaining a positive work environment, and by behaving and communicating in an appropriate manner with children, families, coworkers, supervisors and the public while achieving performance expectations.

Qualifications
  • Minimum educational requirement of a Bachelor's Degree in Business Administration, Accounting or Financial Management.
  • Eight years' experience managing financial/accounting operations with multiple funding streams in a non-profit environment.
  • Knowledge/experience with requirements of federal funding and GAAP requirements.
  • Minimum of five (5) years supervisory experience.
  • Knowledge of personnel management principles and practices.
  • Considerable knowledge of computer hardware and software, and computerized office management applications including experience with automated accounting and financial systems. Specific experience with MIP accounting software required.
  • Successfully pass the Background Verification Day Care check as required by the State of Wisconsin Administrative Rules.
  • Ability to communicate effectively both verbally and in written form.
  • Strong organizational, interpersonal and leadership skills.
  • Successfully pass a physical examination that verifies the employee is free from communicable diseases and is physically able to perform required job responsibilities.

Special Position Requirements

  • The incumbent must have access to a personal vehicle to use on a daily basis, maintain a valid driver's license and automobile insurance with liability limits of $300,000 (bodily injury) and $25,000 (property damage for each occurrence).

Preferences

  • Licensure as a Certified Public Accountant (CPA).
  • Master's Degree in a Business Administration, Accounting, or Finance.

Work Environment

  • Work is normally performed in a climate-controlled office environment with minimal physical exertion. Activities include frequent written and verbal communication with Executive Team and employees, vendors and funding sources.

Personal/Physiological

  • Frequent significant decisions to assure development progress of children and employees.
  • Ability to respond quickly and competently to an emergency or crisis situation in order to keep children safe.
