SCOPE OF WORK

1. Project Description: Provide temporary personnel for Cost Estimating Support Services for MTA C&D Stations Business Unit.

2. Professional/Technical Title: Managerial Level Grade A (Senior Cost EstimatorCivil/Structural/Architectural/Conveying Systems)

3. Duration of Service Required: 52 Weeks

4. Normal Work Week: Monday-Friday

5. No. of Hours Per Week: 40 hours

6. Unpaid lunch break
7. Hours of Work: 8:00 am - 4:30 pmTechnical Functions: 80%, Administrative functions: 20% Field location: 20%, Office location: 80% Right-of-Way access is not required.

8. Work Location: NY NY or various MTA field offices as needed.

9. Reports To: Principal Estimator

10. Qualifications Requirements:

Cost Estimator with a Baccalaureate or Masters degree from an accredited college in engineering, architecture, business administration and/or a combination of education and proven experience in Engineering & Construction with demonstrated Cost Estimating background in the following disciplines:Architectural/ Civil/ Structural/ Conveying Systems

11. Experience Requirements:

Cost estimating experience with multi-million dollar projects in mass transit and/or heavy rail industry is preferred. Previous experience as a Construction Cost Estimator in: Architectural/Civil / Structural/ Conveying Systems (Elevators/Escalators) Disciplines with demonstrated background in Subsurface construction, tunneling, Cut and Cover Construction, Mining Operations, Underpinning and Structural Support technologies, De Watering, Concrete and Structural Steel Construction, utility work, conveying systems as well as architectural finishes and pre-fab items.

13. Special Skills/Training Requirements:

Excellent negotiating Skills, Microsoft Excel, Word and other Computer Applications.

In-depth knowledge and experience in state-of-the-art capital cost estimating techniques.

Demonstrated knowledge of software applications related to capital project cost estimating.

Knowledge of MTA C&D capital program policies related to design/construction

management and program administration is preferred.

Knowledge of MTA C&Ds operations and facilities is preferred.

Excellent interpersonal, verbal, and written communication skills is a must.

14. Description of Work:

Provide Cost Estimating Engineering Services to the Principal Estimator of C&D Stations. The consultant will be required to interact with in house Design and Construction Personnel. The consultant shall be responsible for the development and preparation of Capital Project Cost Estimates for the Capital Program, and various miscellaneous in-house design projects during the planning and design phases of the project. The consultant shall prepare, maintain, modify and revise (as per MTA C&D cost estimating requests) cost estimates for any and/or all deliverable aspects of the project including but not limited to studies, conceptual design options, preliminary design, final design, prepare and negotiate estimates for Additional /Credit Change Orders in construction and contractor construction bid packages deemed necessary by MTA C&D Stations BU for the overall budget management of the project. Cost estimates shall be prepared in a spreadsheet format in accordance with MTA C&D Cost Estimating procedures and policies. Cost estimates shall be prepared, itemized, rolled up and summarized in a spreadsheet format using a Work Breakdown Structure to be determined by the MTA C&D Stations BU Cost Estimating Division.
