Summary

Incumbent serves as the Headquarters (HQ) Supervisory HR Analyst responsible for developing, implementing, and institutionalizing Navy NAF talent management across four core functions - acquire, develop, employ, and retain. Duties

In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position. Duties include but are not limited to:
  • Serves as a full assistant to the Human Resources Officer. Advises management, senior leadership, and operating officials on matters pertaining to manpower and human resources management.
  • Assists in development and administration of rules and procedures that are adapted from policies prescribed by the Department of Defense (DOD), Department of the Navy (DoN), and the Defense Civilian Personnel Advisory Service (DCPAS).
  • Establishes and maintains liaison with the Office of Personnel Management (OPM), U.S. Department of Labor, Federal Labor Relations Authority, and other human resources offices.
  • Supports the initiation of personnel actions to establish new positions, and effect appointments. Assists in providing HR management advisory services to Senior Leadership and Directors covering a broad spectrum of HR lines and advice in areas such as performance management, staffing, classification and pay, workforce planning, and employee relations. Provides support in terms of recruitment incentives, performance management, and coordinating awards for staff within prescribed timelines throughout the year and in compliance with applicable policies and regulations.
  • Conducts special assignments on complex issues in which the scope frequently alters as the work progresses. Projects typically involve extensive research and fact finding to develop position and issue papers on subjects of critical importance.
  • Identifies and investigates potential problem areas to propose solutions; recommends new management and program objectives as appropriate. Research and coordinates time-essential actions.
  • Responsible for miscellaneous areas such as ensuring files and records are maintained according to regulatory requirements, ensuring support staff is aware of requirements for preparing correspondence and processing Freedom of Information Act/Privacy Act (FOIA/PA) requests. Ensure all reporting requirements and other suspense actions are met for all areas of responsibility.
  • Performs research tasks to obtain a variety of cost, schedule, and performance data; analyzes data to derive relationships involving system parameters, schedule, and cost variations. Recommends procedures for preparing, documenting, validating, and presenting resource requirements to higher authority. Conducts or participates in cost comparison/benefit studies of current or projected programs.
  • Advises both management and subordinates on matters pertaining to conduct and discipline, the labor relations program and contributes to the accomplishment of special programs.
  • Directs the initiation and administration of disciplinary and non-disciplinary adverse actions. Reviews requests for recognition from labor organizations and recommends appropriate course of action. Coordinates with labor organizations and their representatives when necessary.
  • Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training).

Qualifications

A qualified candidate possesses the following:
  • Four or more years of specialized experience with broad program planning and management; conducting needs analysis, studies, and surveys pertaining to Federal Human Resources.
  • Technical knowledge of and skill in applying a wide range of HR theories, concepts, and/or practices to perform a variety of difficult and complex assignments.
  • Comprehensive knowledge of the mission and functions, and organizational structure CNIC in order to provide sound advice on human resources and administrative issues.
  • Expert knowledge in applying analytical and evaluative methods and techniques, and the ability to plan, conduct and document a variety of studies, analyses and reports, including findings, recommendations, and follow-up.
  • Comprehensive of HR laws; and Office of Personnel Management (OPM), DoD, Department of the Navy (DON), CNIC, and various federal government HR policies, regulations, and procedures related to functionally specific areas of HR.
  • Knowledge of CNIC's EEO policy and procedures.
  • Skill in the development and implementation of agency wide policies, processes and procedures and integrating these with DoN NAF HR Office.
  • Expert skill in planning, organizing, and managing large projects implemented over several months or years.
  • Skill in performing complex analytical work, such as benchmarking, data collection and analysis, root cause analysis.
  • Skill in the use of a Human Resources Information System (e.g., SAPHR, Defense Civilian Personnel Data System).
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to oversee a functionally specific HR program and provide guidance to staff on program requirements, processes, and procedures.
  • Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to perform the full range of supervisory duties.
  • Ability to communicate effectively both orally and in writing.
