Summary

This position is assigned to Fitness, Sports, and Deployed Support Branch (N921); Morale, Welfare and Recreation (MWR, N92); Fleet and Family Readiness (FFR N9); Commander, Navy Region Southeast (CNRSE), Navy Installations Command (CNIC); located at NAS Pensacola. Incumbent serves as the lead lifeguard and is responsible for safeguarding the lives of persons at the assigned work area. Incumbent assists with Aquatic training, education, and general support at the installation.

Duties

A. Lead Responsibilities 70%

  • Leads and assists in direction of Recreation Assistant (beach lifeguard) positions.
  • Interviews and recommends selection of all lifeguard positions to the Beach Operations, Community Recreation Director (Outdoor Recreation Division), Aquatics or Fitness Director, or Installation Program Director, as needed.
  • Provides employees with advice, guidance and on-the-job training required for the successful performance of duties.
  • Ensures personnel assigned to Beach Operations perform their duties in compliance with established regulations and instructions that are outlined in applicable manuals and policies.
  • Conducts in work progress review of personnel with guidance from the program manager.
  • Maintains required records.
  • Operates within the scope of published guidelines as set forth by MWR and higher authority policy.
  • Monitors equipment, takes head counts, observes and documents weather and ocean conditions and reports discrepancies to immediate supervisor.
  • Leads and conducts classes, workshops, excursions and recreational trips based on guidelines, Standard Operating Procedures (SOPs) and Community Recreation (Outdoor Recreation Division) policies.
B. Program Maintenance 15%
  • Ensures maintenance work for year round facility upkeep to include, but not limited to water quality assessments, facility equipment inspections including stands, boards, ropes, and safety gear.
  • Ensures the condition of the bathhouse, pavilions, and beach is within environmental health and safety standards.
  • Administers and monitors written and practical water safety tests to ensure the qualification of lifeguards and instructors assigned to beach operations, with guidance from Beach Operations or Community Recreation Program Manager.
  • Monitors, establishes and executes daily physical fitness training for water safety staff.
  • Initiates rescue and recovery efforts, contacting medical personnel and performing first aid services.
  • Ensures all rules and regulations pertaining to the Beach Operations or Ocean Safety and park usage are posted and observed.
  • Manages customer service inquiries and complaints in a diplomatic and professional manner.
  • Organizes, conducts, and supports all Beach operation programs, classes, workshops, and special events.
C. Administration 15%
  • Assists in compilation of time sheets, schedules for Community Recreation Program Manager or Beach Manager.
  • Enters approved leave in the system in the absence of the supervisor.
  • Provides input to assist in the evaluations of employee performance.
  • Leads and manages staffing, supplies, equipment, maintenance and upkeep of facilities.
  • Supports CNIC's Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; and ensures equitable treatment of all staff.
  • Monitors cash handling in accordance with established policies.
  • Ensures all Ocean safety and beach operation lifeguard staff attends continuous training programs and are able to execute emergency action plans in their areas.

Requirements

Conditions of Employment

  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation.
  • Work is performed both indoors and outdoors, without a fixed schedule. When outdoors sun and eye irritation exposure may occur.
  • Irregular working hours may be required to include early shift, late shift, evenings, weekends and holidays when the need arises.
  • Wearing of protective clothing and equipment may be required as situations warrant.
  • May be required to lift and carry swimmers varying in weight and size.
  • Must be ready to respond to emergency situations at all times.
  • Must have or be able to obtain a valid state driver's license.
  • Must have the following nationally recognized certifications; Lifesaving, Water Rescue Methods and skills, Basic First Aid Training, Cardiopulmonary Resuscitation (Adult and Child)

Qualifications

Applicant must have experience and a working familiarity with rescue and recovery procedures, working knowledge of performing first aid, CPR, and preventative water safety. Understanding and working familiarity with the routines and procedures followed in group activities or programs; and practical knowledge and/or experience of recreational activities and equipment, rules and procedures in a recreation program activity.
  • Knowledge of boating and recreation equipment and use in an aquatics setting.
  • Knowledge of snorkeling, fishing, stand-up paddle boarding and surfing.
  • Knowledge of general facility upkeep and maintenance (e.g., cleaning, minor equipment repairs).
  • Knowledge of providing customer service needs in trip and class activities as well as rental services.
  • Knowledge of swimming activities, surf rescues, rules and procedures.
  • Skill in the use and maintenance of various pool and safety equipment is desirable.
  • Knowledge of CNIC's EEO policy and procedures.
  • Ability to perform the full range of lead duties.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.

Education

This position does not have a positive education requirement.

Additional information

All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.
Per Department of Defense Instruction (DoDI) 1402.05. Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
Non-U.S. citizens with fewer than three years of recent residential history in the U.S. may be determined ineligible for employment.
