Where You Will Work This is an excepted service, Defense Intelligence Senior Level (DISL), Tier 2, position.NRO’s Office of Policy and Strategy (OP&S) reports directly to the Director of NRO (DNRO) and is accountable for successfully shaping and driving internal NRO, national, DoD, IC, civil space, commercial and international policies and strategies related to overhead reconnaissance, all in support of the over-arching goal of forging an NRO policy and strategy foundation that enables NRO leadership and personnel to accomplish their mission and objectives. OP&S is also responsible for managing NRO mission compliance consistent with relevant DoD and ODNI policies and directives, while ensuring that effective enterprise-level governance is developed and implemented across the NRO. In performing these functions, OP&S works with a broad range of NRO and interagency partners on overhead-related policy and strategy issues, foreign relations and international cooperation activities, and civil and commercial space-related issues in order to build and maintain strategic relationships and efforts that allow the DNRO to affect agendas, shape thinking, and influence outcomes.The Principal Deputy Director of OP&S (PDD/OP&S), a DISL, Tier 2 position, is responsible for leading, supporting, and advancing the broad spectrum of OP&S mission goals independently or in concert with the Deputy Director OP&S (DD/OP&S) in support of the D/OP&S. In this regard, the PDD/OP&S is expected to lead or participate in key, high-visibility space and overhead reconnaissance policy activities and issues, both within the NRO and with multiple external organizations and partners in the U.S. Government, commercial, and international areas. What You Will Be Doing 
  • The PDD/OP&S is responsible for the day-to-day management and oversight of OP&S operations, to include review of all substantive products on behalf of D/OP&S, preparation and execution of the OP&S budget, oversight of OP&S contracting activities, daily task prioritization and quality control, government personnel management (with emphasis on OP&S first-line supervisors and the OP&S executive staff), and advising the D/OP&S on all matters of OP&S concern.
  • When the D/OP&S is unavailable, the PDD/OP&S acts on his/her behalf in all matters and frequently represents him/her at senior NRO functions as well as representing D/OP&S and the NRO at executive-level national and international policy coordination functions.
  • The PDD/OP&S also represents OP&S on NRO Mission, Business, and IT Executive Committees and other internal NRO decision fora.
  • The PDD/OP&S is responsible for the preparation and execution of comprehensive training and professional development plans as well as ensuring that resources, including personnel, are properly aligned to accomplish the OP&S mission. In concert with the DD/OP&S and line supervisors, the PDD develops corrective action plans to improve processes as required and has approval authority for purchase orders, equipment requests, and time and attendance reporting.
  • The PDD/OP&S serves as an NRO expert for all matters related to national space policy/strategy-related directives such as: the U.S. National Space Policy, National Space Transportation Policy, and National Security Space Strategy; other pertinent space policies/strategies relating to overhead reconnaissance; and the policy actions and apparatus of ODNI and DoD in order to maintain situational awareness, affect agendas, shape thinking, and influence outcomes consistent with NRO priorities and plans.
  • The incumbent supports the D/OP&S regarding policy/strategy endeavors of the Executive Office of the President and key partnership mechanisms such as the Joint Space Warfighting Forum and Space Executive Committee.
Controls Over WorkThe position reports directly to the D/OP&S. The D/OP&S provides the PDD/OP&S with broad, strategic direction regarding partnerships, priorities, and policies that the incumbent independently interprets and acts upon. The incumbent reports accomplishments, issues, and risks through direct communication with the D/OP&S and the Director, NRO. The efforts and decisions of the PDD/OP&S are considered authoritative and are accepted without significant changes. QualificationsIntelligence Community (IC) Senior Officer Core Qualifications (SOCQs) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values.IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view. Applicants,

Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.(2) Enterprise Focus: IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates. Candidates assessed against the component must understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.(3) Values-Centered Leadership: IC Senior officers are expected to personally embody, advance and reinforce
IC core values. Senior officers are expected to demonstrate and promote departmental and/or component values. Candidates assessed against this competency must demonstrate:

  1. Demonstrated experience in leading policy and strategy development and implementation, and in successfully operating within senior IC and DOD forums. Also have proven knowledge of the structure, function, and inter-relationship of IC, DOD, interagency, and international partnership efforts in national space policy development, particularly in relation to overhead reconnaissance.
  2. Proficiency in formulating, implementing, and assessing agency strategy and policy, including but not limited to aspects such as organizational efficiency and mission accomplishment.
  3. Fundamental understanding of NRO capabilities, priorities, requirements processes, and substantive issues, especially as they pertain to space operations and overhead reconnaissance.
  4. Demonstrated experience in executive-level skills/capabilities, strong interpersonal skills, negotiating expertise, and exceptional oral/written communication abilities, as well as an ability to work effectively and collaboratively across organizational lines (to include across agency lines) in an environment of tight deadlines, resources, and competing priorities.
Other Significant Facts and RequirementsExcepted Service: This position is an Excepted Service, Defense Civilian Intelligence Personnel System (DCIPS) position under authorities of the U.S. Code Title 10, Section 1601 and 1607, dated 20 July 1999.A Joint Duty Assignment (JDA) Program certification is required for promotion or assignment into an Intelligence Community Senior Officer position. DISL Probationary Period: Newly appointed DISL employees (including DISES moving into a DISL position) must complete a one-year DISL Probationary Period if not previously satisfied.Citizenship: U.S. citizenship required to qualify for this position.Drug-Free Workplace: Position is a Testing Designated Position.
