Where You Will WorkThis position serves as the Chief of the Network Acquisition & Sustainment Branch (C/NA&SB) of the Network Operations & Sustainment Division within the Communications Systems Directorate Network Services Group. The C/NA&SB leads and manages engineering, integration, network mapping, testing, Tier 3, 4 sustainment, and IT hosting storage development, deployment and delivery activities for NRO’s enterprise-wide monitoring and management tools, providing real-time health/performance status of NRO’s global Information Technology (IT) network infrastructure. C/NA&SB is responsible for overall management and governance of NRO existing mission, business, enterprise IT management systems and modernization of NRO network management IT infrastructure. NSG lead liaison with COMM/CSO and serves as the lead NSG ISSO. Oversees the sustainment and decommissioning of disparate, legacy network management and monitoring tools hosted in geographically dispersed data centers, development/test labs and cloud services; ensures network management and monitoring tools are fully functional, supports 24x7x365 Network Operations Center’s (NOC) daily operational mission, and guaranteeing network assets are working properly when disseminating data during critical satellite launches and intelligence collections missions.Additional Information:The Network Services Group (NSG) within NRO/COMM is a worldwide, distributed group comprised of over 650 civilian, military, and contractor employees responsible for the design, development, operations and maintenance of the NRO's network infrastructure which provides service across the NRO, CIA, IC, DoD and US Mission Partners. In addition, NSG serves the Intelligence Community as the Continental United States (CONUS) Wide Area Network (WAN) Service Provider (CWSP) and the Trans-Oceanic WAN Service Provider. Both the unique NRO and COMM missions and the NRO's mixed workforce provide a unique and robust organizational culture that is sure to benefit officers looking for a fulsome Joint Duty Assignment (JDA) experience.Within NRO/COMM/NSG, the Network Operations & Sustainment Division (NO&SD) oversees the operations and sustainment efforts of the network infrastructure required to meet NRO mission requirements. NO&SD, deploys and maintains the network infrastructure across functional disciplines that are required to meet NRO mission requirements. The Network Operations and Sustainment Division portfolio includes, but is not limited to:• Core and Access Networks – The Core Network provides foundational network services for all classifications and security domains of NRO and IC network services. This includes the physical and logical infrastructure, management of the master routing design, enterprise firewalls, controlled interfaces, external peering's, Internet Protocol Address Management (IPAM), Domain Name Service (DNS), Network Timing Protocol (NTP), and connectivity to IC ITE services. The Access Network provides commodity based network services and common access points for connectivity to Core services. This includes access for all classifications of NRO and IC network services.• Command and Telemetry (C&T) Services - Provides for the movement of selected Satellite Command and Telemetry or payload data between NRO system endpoints. The Command and Telemetry Network (CTN) is a mission critical network used by NRO spacecraft and boosters. What You Will Be Doing 
  • Leads network management project teams to develop, engineer, integrate, test, implement, and migrate capability of legacy management systems into a consolidated network monitoring and management system in secured, hybrid hosting environments. Leads the network mapping activities of the NIE. Functions as an expert in all assignments. Leads efforts requiring operational problem analysis and determines solutions to various network or IT technical problems. Evaluates, develops and recommends modification/approval on network management standards and briefs a wide range of audiences to include senior leadership.
 
  • Analyzes and evaluates work concerned with the integrated network architecture systems and applications. Researches and applies available, advanced technologies and management principles to adapt IT methods to a variety of network management situations.
 
  • Integrates several hardware, software, and/or computer related services to provide an integrated network management information system. Performs analysis, planning, design, implementation, documentation, assessment, and management of the enterprise framework to align network management strategy, plans, and systems with the mission, goals, structure, and processes of NSG, COMM and the NRO.
 
  • Develops transition strategies, plans and actions plans to ensure that key DoD and agency standards are implemented in support of agreed upon DoD information architectures. Maintains current and detailed knowledge of advanced, IT industry best practices, R&D programs throughout the agency, and commercial standards developments and practices. Identifies opportunities to improve enterprise-level systems to support mission, business and enterprise processes and utilize emerging technologies. Formulates and conducts study projects to recommend standards solutions to complex architecture and systems engineering requirements.
  • Provides management officials and operating personnel technical advice on current technology and policy and its impact on current and long-range programs. Participates in conferences and committees on matters pertaining to computer requirements, application, and techniques. Keeps abreast of new technology and emerging government and industry best practices and determines extent of possible application and usage.
  • Manages network management systems security. Implements standard operating procedures, software, and controls to ensure appropriate levels of security. Develops and acquires system software tools and support services for software security mechanisms. Reviews and evaluates existing software, hardware, and procedures and provides methods for reporting and correcting security violations or breakdowns. Ensures the rigorous application of information security/information assurance, and Intelligence Community Directive (ICD) 503, Intelligence Community Information Technology Systems Security Risk Management, Certification and Accreditation, policies, principles, and practices to all components of the enterprise architecture.
 
  • Receives and analyzes new technology support requirements, develops information system techniques, establishes criteria, and makes decisions on procedures/guidelines for automation resources/requirements, e.g., impacting information technology systems; implementation, operations, expansion, consolidation, and continuing life-cycle management.
 
  • Researches and studies report and technical journals to determine and keep abreast of state-of-the-art information systems technology and trends, which influence revision or development of new communication and automation techniques. Recommends methods of enhancing efficiency of information systems through modification and application of evolving technology. Implements Department of Defense and NRO-level guidance for major information systems programs.
What You Need 
  • Mastery knowledge of technical and functional operation of IT systems to effect changes to existing systems by applying state-of-the-art technology.
  • Mastery knowledge of agency mission, objectives, terminology, and management practices to recognize probable areas of interaction and overlap between proposed applications and existing systems.

  • Comprehensive knowledge of the enterprise information technology (IT) architectural concepts and patterns to include baseline and target architectures.
  • Demonstrated sustained strong performance, including the ability to understand and respond to organizational goals.

  • Mastery knowledge of the principles, methodologies and practices of IT development life cycle methodologies in order to advise on the planning, design, development, testing and enforcing relevant standards in the systems development process and the focus of Federal standards initiatives.

  • Knowledge of the operations and processes for incident, problem, and event management.
Desired Qualifications 
  • Experience with NRO missions, programs, and management processes.
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes
  • Bachelor’s degree in STEM discipline or related field desired
  • Sound understanding of intelligence satellite systems.
  • Demonstrated ability to handle short and shifting deadlines, changing priorities, complex situations and multiple tasks
  • Demonstrated ability to evaluate, develop and recommend courses of action for issues or leadership tasks and effectively present them to leadership using a Microsoft office product (i.e. Word, PowerPoint, Outlook, etc).

LocationChantilly, VASalaryThis position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)). Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.
