National Peace Corps Association is Hiring an Associate Director of Advocacy and Member Engagement Near Washington, DC

Position Summary

NPCA seeks a highly motivated, skilled, and strategic community developer to join our team as the Associate Director of Advocacy and Member Engagement. This individual will support and lead a combination of Advocacy and Membership functions, working with both NPCA’s Advocacy Director and the Director of Partnerships and Operations. The successful candidate will support NPCA leadership and staff in building and implementing strategies that champion the Peace Corps and engage NPCA members and affiliates. They will advance key public policy initiatives, including appropriations, legislation addressing the Peace Corps, and national and state policies designed to recognize, honor and support the Peace Corps and its alumni. The Associate Director of Advocacy will be also play a crucial role in managing and elevating NPCA’s advocacy strategy and events. Moreover, s/he will be responsible for overseeing a nationwide network of volunteer advocacy coordinators. Manage engagement of members through affiliate groups and supporting affiliate group advocacy activities, ensuring our collective voice is heard and impactful. This role involves direct engagement with legislative staff on Capitol Hill to advance NPCA's policy objectives and strengthen our legislative influence.

Job Location: Washington, DC. (Whilethis position is remote, the successful candidate must be in or around the Washington, DC metro area.)

Key Responsibilities:

● Partner with Advocacy Director to develop, implement and evaluate NPCA’s advocacy strategy for Peace Corps appropriations.

● Assist NPCA advocacy efforts with other Peace Corps policy and legislative matters, advancing legislation for that supports and advances the benefits for Peace Corps Volunteers and RPCVs.

● Build and maintain strong relationships with legislative staff on Capitol Hill, effectively communicating NPCA’s policy positions and advocating for legislative support.

● Manage and expand a nationwide network of volunteer advocacy coordinators and NPCA affiliate group leaders, providing them with strategic guidance, resources, and support.

● Assist with leading annual Capitol Hill advocacy events, including NPCA’s annual Capitol Hill Day of Action in early March, and mobilizations associated with five-year anniversary celebrations (September 2021).

● Collaborate with the communications team to develop highly effective advocacy materials and campaigns that effectively convey NPCA’s message to diverse audiences.

● Analyze legislative developments and policy issues relevant to NPCA’s mission, advising on potential impacts and strategic responses.

● Manage a small local volunteering program, including identification and promotion of local service opportunities for RPCVs in the DMV area.

● Develop new partnerships with local nonprofits and foundations to expand resources and opportunities available to NPCA members and advocates, including small grant and scholarship opportunities.

● Monitor and report on advocacy efforts and outcomes, ensuring alignment with NPCA’s strategic objectives and maximizing impact.

● Support planning and programming for NPCA’s annual Peace Corps Connect Conference.

● Recruit and manage interns to support assigned work.

● Assist with NPCA advocacy-related fundraising and grant writing.

● Additional tasks as required to support NPCA’s mission.

Required Qualifications:

● Bachelor's degree in political science, public policy, or a related degree.

● At least three years of experience with community organizing, including volunteer program management.

● Exceptional leadership and networking skills, with experience managing volunteer networks and building collaborative relationships across diverse groups.

● Strong understanding of the legislative and appropriations processes, and experience working directly with legislative staff on Capitol Hill.

● Demonstrated ability to organize, prioritize, and manage multiple projects simultaneously with attention to detail and deadlines.

● Knowledge of Google Drive applications and advocacy/lobbying platforms.

● Demonstrated ability to function as an enthusiastic member of a team and as a trustworthy individual representing constituent interests.

● Non-partisan approach to NPCA advocacy initiatives.

● Excellent communication skills, both written and oral, with the ability to effectively articulate complex policy issues and NPCA’s advocacy positions.

● Strong analytical and problem-solving skills, with the capacity to analyze policy developments and advise on strategic responses.

● Commitment to NPCA’s mission and values, with a passion for peace, community service, and global engagement.

Preferred Qualifications:

  • Experience lobbying and/or conducting public policy advocacy, ideally in the international affairs arena and working on Capitol Hill.
  • Advanced degree in a relevant field.
  • Experience in nonprofit management and event planning.
  • Familiarity with the Peace Corps community and issues affecting returned volunteers.
  • Returned Peace Corps Volunteer highly preferred.
