National Oceanic & Atmospheric Administration is Hiring a Supervisory Human Resources Specialist (Business Partner) Near Boulder, CO

Summary

This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Human Capital Services (OHCS), Consulting Services Division (CSD) with (1) vacancy located in Silver Spring, MD;

Seattle, WA; Norfolk, VA; Kansas City, MO; or Boulder, MO.

Duties

As a Supervisory Human Resources Specialist (Business Partner), you will perform the following duties :

  • Managing the day-to-day work of assigned staff ensuring consistency of service, compliance, best practices, and knowledge sharing.
  • Provide strategic consultative advice and services to Line / Staff Offices on all aspects of human resources.
  • Analyze and evaluate staffing situations including turnover, vacancies, and recruitment strategies to identify and forecast staffing problems.
  • Provide technical assistance to managers on developing justifications for requesting the use of special salary rates, recruitment bonuses, retention allowances, or other authorities.
  • Advising on the full range of Federal staffing functions (., recruitment and placement, position classification, position management, pay and compensation, employee performance, benefits, and employee / labor relations issues).
  • Supervising and managing staff, performing the full range of supervisory functions, to include selection, retention, planning, assigning, reviewing work, approving leave, providing feedback, evaluating performance, and providing or arranging for training of subordinate employees.
  • Working with internal and external customer in support of Federal recruitment efforts.
