I. MAJOR FUNCTION:Supporting advancement of NASW’s federal public policy priorities with Congress and the Administration to include federal agencies. Responsible for expanding, implementing, and evaluating grassroots NASW member support for federal legislative, administrative, regulatory, and electoral initiatives. Legislative, administrative, and regulatory work focuses on issues that relate to the social work workforce and social justice issues. Staffs NASW member legislative mobilization programs and campaigns; plans lobby days; assists in staffing committee meetings; and develops training sessions and materials. Develops and maintains good working relationships with key administrative, regulatory, and congressional offices. Implements political action programs and activities for federal candidates and elected officials, with emphasis on candidate and coalition support activities and member/leader training. Assists with analysis and political recommendations for candidate endorsements for federal elected office. Assists in federal election compliance and reporting activities. Responsible for database development, website and technology integration. Provides information to NASW leadership, staff, and members. Work is performed under general supervision.II. BASIC DUTIES & RESPONSIBILITIES:Coordinates Chapter and member-based mobilization for Federal legislative, and/or electoral campaigns.Plans, implements, and expands mechanisms for NASW member support for federal legislative, administrative, regulatory, and electoral initiatives. Works with identified staff to develop strategies, implementation plans, and administrative support systems. Works with Chapters and social workers to garner cosponsors for key legislation.Plans, implements, and evaluates national NASW and social work summit group lobby days on Capitol Hill. Schedules meetings: determines best approaches, contacts, and timing to secure Hill meetings; contacts appropriate Hill staff; coordinates logistics; prepares and distributes materials; trains and prepares NASW representatives for meetings. Resolves logistical issues.Maintains productive working relationships with congressional, regulatory, and administrative offices. Maintains a list of social workers in Congressional and Administrative offices to bolster connections. Maintains a list of social workers in elected office across the nation.Provides staff support to NASW National PACE, including helping with on-going political analysis, election forecasting, Congressional targeting, candidate and campaign liaison and coordination with allied political groups and campaign contribution reporting activities.Organizes and mobilizes members to participate in federal elections in support of PACE endorsed candidates, including presidential elections. Coordinates preparation of PACE Board of Directors’ meeting agendas, materials and minutes and assists in the facilitation and implementation of PACE Board decisions about political activities and education programs.Assists with PACE fundraising events and activities and helps represent the PACE Board and the Association at fundraising events and candidate meetings.Helps research and analyze selected federal legislative and/or regulatory issues with regard to NASW’s policies and PACE.Provides technical assistance to chapters on issues of public policy and advocacy and initiating and strengthening political action programs, including the organization and operation of political action committees.Responsible for outreach with social work educators and students through events such as policy forums and chapter lobby days, developing materials useful to students for the Web site and other electronic tools, and participating in relevant conferences involving social work educators. Coordinates visits by student groups and may present them on the Public Policy Department.Serves as primary link with advocacy software vendor. Responsible for implementation and evaluation of alerts and notices to chapters and NASW members through advocacy software. Develops ideas to determine content, research appropriately, writes and submits copy for editing and posting to Web site. Responsible for the content of the unit’s Advocacy pages; represents unit in relevant NASW meetings/discussions.Manages the day-to-day administration of the software platforms that aid in member mobilization and Political Action Committee financial compliance.Provides regular information updates to NASW chapter/national staff and leadership and members electronically and through identified vehicles.Develops, implements, modifies, and evaluates member participation in federal legislative support programs.Develops and implements relevant training materials and programs to support national office federal advocacy programs. Works with chapters to support federal advocacy programs.Completes work with multiple competing priorities in a fast-paced and fluid federal policy environment.Other duties as assigned.III. WORKING RELATIONSHIPS:Internal: Interacts with all NASW departments and Chapters to support the member advocacy program. Provides information to NASW leaders, NASW PACE Board of Trustees, chapters, and members through all appropriate channels. Responds to member and chapter inquiries.External: Represents NASW and unit with other organizations, professional associations, coalitions, social work education programs, Congressional offices, and appropriate federal offices and agencies.IV. MINIMUM WORK REQUIREMENTS:Skills: Requires advocacy, organizing, mobilization, political strategy, program development, and training skills. Requires excellent interpersonal, verbal, and written communication skills. Requires strong computer, technology, and organizational skills. Requires discretion and prudent decision-making.Knowledge: Requires thorough knowledge of executive and legislative branches, political processes and current social work workforce and social justice issues. Requires extensive knowledge of databases and communications technology. Requires a college degree; a master’s degree in social work is preferred.Experience: Requires a minimum of three years’ experience with a national membership, grassroots lobbying, coalition, or governmental organization. Prior Political Action Committee experience is preferred.
