Day (United States of America)Working with the director of pharmacy the Pharmacy Operations Manager is responsible for the pharmacy operations at Mount Auburn Hospital. This person assists the Director of Pharmacy with the interviewing, hiring, orientation, disciplining and ongoing training of all pharmacy staff as well as maintaining a state of regulatory preparedness required by Joint Commission, the Board of Pharmacy and other regulatory and accreditation agencies. The Pharmacy Operations Manager oversees the day to day operations to assure best practices, quality standards, regulatory requirements and Mount Auburn Hospital policies and Procedures are followed. Pharmacy policies are developed, implemented, and administered in accordance with state and federal laws and regulations under the direction of the Director of Pharmacy. Working with the Director of Pharmacy activities are planned and directed, including but not limited to the following: quality and safety, regulatory compliance, employment, training, competency and development, employee discipline and grievance resolution, decentralized clinical and centralized technical pharmacy practices, and performance improvement programs.

Job Description:

Primary Responsibilities

  • Manages a professional pharmacy practice for the department in accordance with state and federal laws regulations and all other enforceable regulations, standards and guides such as but not limited those set by the Massachusetts Board of Registration in Pharmacy, the Department of Public Health, the Food and Drug Administration, Drug Enforcement Administration, Joint Commission, USP, etc
  • Develops and implements Pharmacy and Hospital procedures, policy, practices and precautions to prevent theft and/or drug diversion within the institution. 
  • Reviews and evaluates periodic audit reports of controlled substances. 
  • Oversees all staffing and scheduling of pharmacists and supportive personnel within the department. 
  • Assists in training, directing, evaluating, and, when necessary, disciplines and/or recommends discharge for Pharmacy personnel.
  • Participates in maintenance and review of the formulary system to ensure that it meets the needs of patients and practitioners. 
  • Directs and implements, through subordinates, procedures for the control and dispensing of medications including investigation drugs. 
  • Develops and directs drug dispensing policy and procedures to ambulatory clinics and specialty clinics. 
  • Coordinates all information system components of the department, including maintaining the Pharmacy computer system and interacting with the Information Systems Department. 
  • Ensures that the IV admixture program policy, procedures, and operation conform to sterility standards of practice. 
  • Assists in planning, implementing and compliance of written policies and procedures for overall Pharmacy operations. 
  • Plans and prepares Pharmacy operational and capital equipment budgets. Analyzes Pharmacy fiscal performance in relation to budget. 
  • Develops, implements, and evaluates antibiotic drug utilization review in the institution. 
  • Oversees performance improvement programs.
  • Participates on various departmental and hospital committees as needed. 
  • Maintains and enhances clinical and administrative expertise through appropriate educational experience.
  • May be called upon to fulfill various other activities needed to maintain pharmacy operation (e.g. Staffing)
  • Participates in and as needed manages the departments drug shortage program 
  • Oversees and manages the department’s investigation, reporting and interactions with Quality and Safety regarding incident reports (e.g. rL) involving pharmacy and medication related matters
  • Actively participates in all inventory related matters to ensure cost and waste are optimally aligned with hospital and department needs
  • Effectively operates across all hospital disciplines to ensure departmental and hospital pharmacy and medication goals and objectives are met.
  • Working closely with internal and external stakeholders to assure compliance with all regulations including Joint Commission, CMS, DPH, DEA, FDA, Board of Pharmacy, USP 797 and USP 800.
  • Based on reports and observations, development and communication of necessary process improvements in the medication use system to department leadership and hospital quality leadership.
  • Audit oversight of controlled substance record keeping requirements and policies under the direction of the Pharmacy Director.
  • Maintenance and development of a comprehensive surveillance program utilized to detect actual and potential medication diversion.
  • Ensuring continued readiness for regulatory reviews including Joint Commission, CMS, and Board of Pharmacy.
  • Serving as a Pharmacy Liaison on all quality, compliance and regulatory committees. 
  • Participation in the pharmacy departments ASHP accredited pharmacy practice residency program.
  • Serving as a preceptor for pharmacy residents and students as assigned.
  • Conducting regular audits to assure compliance with quality standards and regulations.
  • Develops, coordinates, and performs gap analyses, root cause analysis, tracers, and other risk evaluations to ensure quality and regulatory compliance.
  • Maintaining policies to meet quality and regulatory compliance.
  • Conducting training as needed for pharmacy, nursing, and providers on quality initiatives and regulations.
  • Reporting any deviations to the Pharmacy Director and appropriate stakeholders and helping to develop reports required for external reporting.
  • Participation in Hospital committees. 
  • Review of medication related safety events, identification of opportunities for improvement in medication administration policies or procedures to increase patient safety. 
  • Supporting staff pharmacist activities as needed. 
  • Oversight of pharmacist engagement in patient care activities, summarized at a regular interval in a pharmacy dashboard. 
  • Support of pharmacy based initiatives to increase patient safety and quality.
  • Appearance is always neat. Observes department dress code. Maintains and enhances clinical expertise through appropriate educational experience.
  • Practice reflects philosophy, core values and mission statement of hospital.
  • Assists in writing and implementing Policies and Procedures.
  • Performs other duties as assigned.

Required Qualifications

  • Bachelor of science degree in pharmacy (five-year program) from an accredited college of pharmacy, and licensure to practice in the Commonwealth of Massachusetts. 
  • Effective oral and written communication with members of the healthcare disciplines, hospital administrators, representatives of government agencies, sales and marketing organizations, patients, and the community. 
  • Comprehensive in-depth knowledge of pharmacy systems and designs in order to develop and supervise departmental operations. This knowledge may be acquired through the completion of a Pharmaceutical Doctorate or a Master's degree in Hospital Pharmacy Administration and an approved ASHP residency program or through a prolonged period (five years) of intense administrative involvement in a medium-sized teaching healthcare organization. 
  • Familiarity with employee relations laws and their administration, normally acquired through supervisory experience. 
  • Demonstrated ability to motivate staff to participate actively in departmental goals and objectives.
