Job Summary:

The Assistant Superintendent for Human Resources and Labor Relations reports directly to the Superintendent and works in close collaboration with other school administrators. This position is responsible for the organization and administration of all human resources and labor relations activities for the district.

ESSENTIAL DUTIES:

  • Provide leadership and overall direction for all Human Resource functions, including but not limited to recruitment, hiring and on boarding; staff assignments/reassignments, transfers, layoff/recall, and termination; compensation and benefits; leaves of absence; grievances and discipline.
  • Provide ISD and local district administrators with sound personnel advice and counsel.
  • Develop, maintain, and train on human resource policies and procedures.
  • Responsible for labor agreement interpretations, grievances, mediation, and arbitration matters.
  • Responsible for the preparation and filing of governmental reports dealing with personnel.
  • Develop human resource related in-service training.
  • Manage and supervise human resource staff, School Resource Officer, and CASA program.
  • Advertise, screen, and make initial recommendations relative to the selection of new employees.
  • Responsible for the implementation and maintenance of a human resource records database.
  • Develop and maintain job descriptions and an employment classification system.
  • Conduct new hire and exit interviews with staff.
  • Develop and control the budget for the Human Resources department.
  • Promote an organizational climate that is equitable and inclusive and attracts and retains a diverse staff.
  • Responsible for the countywide substitute teacher program.
  • Knowledgeable about technology as it relates to functions of the office.
  • Monitor and provide oversight to the district's benefit program.
  • Direct the activities of the Office of Safe Schools.
  • Maintain membership in applicable state groups.
  • Lead the organizational wellness initiatives.
  • Serve as legal liaison to the Board of Education of the MCISD, as well as the Superintendent and Administrative Team.
  • Serve as the chief negotiator for the Board of Education.
  • Provide legal materials, alerts, seminars, manuals and information to the MCISD and the local school districts.
  • Responsible for maintaining and updating board policies and administrative procedures.
  • Respond to questions pertaining to policies and by-laws of the Board of Education.
  • Review legal services provided by outside counsel and all legal fees charged to the MCISD.
  • Keep track of the progress and status of all litigation by or against the MCISD and the progress of various projects which are sent to outside counsel.
  • Review all contracts prior to signature by the Superintendent.
  • Serve as MCISD’s Title IX, EEO, and Freedom of Information Act (FOIA) coordinator.
  • Regular, predictable in-person attendance.
  • Adherence to work rules.
  • Valid driver’s license and reliable transportation
  • Other duties as assigned by the Superintendent

EXPERIENCE:

  • Three to five years of progressively more responsible work experience in human resources field with experience in recruitment, contract management, employee evaluations, summative and formative appraisals.
  • Courses or experience in labor relations (management or labor side) and public employment law, collective bargaining, and labor economics.
  • Experience working in an education setting, preferred.
  • Knowledge of federal, state, and local laws and pending legislation that impacts Michigan schools, human resources, and labor practices.

SKILLS/OTHER:

  • Knowledge of ACA, COBRA, FMLA, HIPAA, FLSA, FOIA, OMA compliance requirements.
  • Experience in creating and interpreting contracts.
  • Experience providing legal counsel.
  • Demonstrated ability to build effective, professional, and collaborative relationships with all stakeholders.
  • Ability to assist, coach, and support administrators and staff.
  • Ability to generate trust in relationships and work as both team leader and member.
  • Values and promotes diversity.
  • Demonstrated listening, verbal and written communication skills, presentation and facilitation skills and organization and customer service skills.
  • Ability to communicate clearly and concisely in oral and written form.

EDUCATION:

  • Master's degree in human resources, labor relations or education with a concentration in human resources management, personnel administration, preferred.
  • License to practice law in Michigan, preferred.
