Mogas Industries is Hiring a Project Controls Manager Near Houston, TX

MOGAS is seeking an experienced and proficient Project Controls Manager to play a crucial role in our Project Management organization. This role will be responsible for overseeing and managing the project controls functions involving establishment, implementation, and maintenance of project control systems and procedures to effectively monitor and report on project performance. They will effectively collaborate with project managers, stakeholders, and other key team members to ensure that projects are delivered on time, within budget, and according to quality standards. This role will have management responsibilities including supervising the Cost Controller / Scheduler and Document Controller roles.

Responsibilities and Essential Requirements:

  • Develop and implement project controls strategies tailored to the specific needs of each project. This includes establishing project controls processes, procedures, and tools to effectively manage scope, schedule, cost, risk, and quality throughout the project lifecycle.
  • Establish project baselines: Work closely with project managers to establish project baselines, including scope baselines, schedule baselines, and cost baselines. Ensure that project baselines are accurately defined and approved by relevant stakeholders.
  • Monitor project performance: Implement robust project monitoring systems to track project progress against established baselines. Regularly review and analyze project performance data to identify variances, trends, and potential risks. Provide timely reports and updates to project stakeholders on project performance metrics, including schedule adherence, cost performance, and quality metrics.
  • Identify and mitigate risks: Proactively identify project risks and develop risk mitigation plans in collaboration with project teams. Monitor risk registers and escalate critical risks to senior management as needed. Implement risk management strategies to minimize the impact of potential risks on project objectives.
  • Establishment of CBS/WBS, maintenance, and management.
  • Possess working experience with Cost Control, Earned Value Management, Budgets, Estimating, Change Management, Planning, Forecasting, Reporting Progress and Performance, and Project Funding.
  • Provide support in the management of project budget and cost control functions including budgeting, scheduling, change management, estimating, tracking progress, forecasting, key performance indices, progress measurement and earned value management.
    • Early warnings and change management. Establish baselines and variances in scheduling and budgeting. 
    • Tracking and analysis of Actual costs vs Plan, Estimate To Complete (ETC) & Forecast at Completion (FAC).
    • Tracking and analysis of Actual manhours vs Planned manhours.
  • Control project changes: Establish change control processes to manage project scope changes effectively. Review change requests, assess their impact on project objectives, and obtain appropriate approvals before implementing changes. Ensure that changes are properly documented and communicated to relevant stakeholders.
  • Ensure compliance: Ensure that project controls processes and procedures comply with organizational policies, industry standards, and regulatory requirements. Conduct regular audits and assessments to verify compliance and identify areas for improvement.
  • Provide leadership and guidance: Lead a team of project controls professionals, providing direction, coaching, and mentorship as needed. Foster a collaborative and supportive work environment that encourages innovation, teamwork, and professional development.
  • Stakeholder communication: Serve as the primary point of contact for project controls-related inquiries from project stakeholders, including project managers, clients, and senior management. Effectively communicate project status, issues, and risks to stakeholders in a clear and concise manner.
    • Preparation and/or review of weekly / monthly progress reports.
    • Presentation of project dashboards to executive management.
    • Compile, analyze, and report project cost and schedule to the project team. 

The ideal candidate will have at least five (5) years experience in a similar role with a Bachelor's degree in engineering, construction management, business administration or related field.

Required Skills and Abilities:

  • Expert-level knowledge of project management principles, change management and associated methodologies, techniques, processes and approaches.
  • Proficiency in project management software tools (e.g., Primavera P6, Microsoft Project) and project controls software systems.
  • Detail oriented with excellent organizational and time management skills.
  • Excellent analytical and problem-solving skills, with the ability to analyze complex data sets and derive actionable insights.
  • Strong communication and interpersonal skills, with the ability to effectively interact with diverse stakeholders at all levels of the organization.
  • Familiarity with relevant industry standards and regulations (e.g., PMBOK, ISO 9001, OSHA) is desirable.
  • Demonstrates an inclusive leadership style with the ability to lead and motivate cross-functional teams to achieve project objectives. Solicits and is receptive to input from team members but is also decisive once inputs are obtained.
  • Ability to lead a team of individuals focused on all aspects of project and cost controls support activity across all assigned projects. Oversee activities of direct reports in accordance with MOGAS approved policies and possesses the ability to mentor, coach and effectively transfer expertise to others.
  • Manage customer, project delivery, financial and people escalations to successful resolution.
  • Strong Emotional Intelligence with the ability to work effectively across teams, overcome resistance and navigate a complex organization.
  • Strategic Thinking: Ability to juggle multiple goals and deadlines in the context of the big picture
