The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. The Assistant Director for Infrastructure and Business Development will oversee the Infrastructure team and Business Technology Solutions within TSS. This unit is responsible for managing the design, implementation, and maintenance of MTC's IT infrastructure portfolio, covering both on-premise and cloud-based systems, to ensure reliability, performance, and security. Additionally, this position will lead a team of developers collaborating with cross-functional teams to ensure the successful delivery of high-quality mobile applications. This role requires strong technical proficiency, leadership skills, and a customer-centric mindset to provide top-tier infrastructure services to internal users and stakeholders. In close collaboration with the Assistant Director for Service Delivery, this position will complement the management of Service Delivery operations and the maintenance of technology platforms that enhance user experience for internal MTC business and external public customers. As an Assistant Director in TSS, this position will contribute to the agency’s operational digital strategy and business transformation plans. The role involves driving the resolution or level 3 escalation of technical issues and requests from internal and external stakeholders. Additionally, it includes overseeing enterprise cloud application development, governance, and strategy, including, ERP (Enterprise Resource Planning) and CRM (Customer Relationship Management) systems that support both internal business and public facing programs. The Assistant Director of Infrastructure and Business Development will plan and oversee developmental efforts related to the agency's Fund Management System, Application Development, etc., implementing strict change management and security measures to ensure smooth operation as the agency scales to meet increasing employee count and projects. This position will manage agency-wide project initiatives, including staff and consultant work, contracts, budget, schedule, stakeholder coordination, and user outreach.All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
EXAMPLE OF DUTIES
The ideal candidate will have the following knowledge, skills, and abilities: Knowledge of and experience with: Leading with influence and empowering teams.Incorporating service level agreements on systems and procedures.Promoting a positive working environment for unit staff to ensure strong employee morale, motivation, and productivity.Overseeing operational information and ensuring systems are in place to monitor, uphold procedures in order to maximize resource utilization within the unit.Project management techniques to ensure timely and quality delivery of project tasks and phases.Stakeholder coordination, facilitation, and consensus-building.Staff and team management, including project oversight and decision-making, coordination of tasks, delegation, and giving feedback.Procurements, contracts, and consultant/vendor management.Budgeting, project financial planning, and funding sources (e.g., federal funding).Knowledge of and experience with: Various technology concepts such as cloud computing, licensing models, hardware asset management required.Customer-centric design processes, user testing, and market research approaches.Previous people management experience in a hybrid environment. Provide day-to-day operational and project oversight, including: Maintain high performing infrastructure and networking support.Provide oversight of operational resources and organize the allocation of those resources (in-house, vendor) to meet our service level agreements with the organization.Manage project(s) including scope, schedule and budget, and ongoing assessment of risk.Oversee consultants and direct their work effectively and efficiently to ensure timely and high-quality deliverables.Manage staff assignments and priorities, providing direction and feedback, and developing work plans.Escalate risks and issues, and keep higher level management informed of project progress. Foster an environment of accountability, with good communication and relationships with users, direct reports, and vendors.Organize, plan, execute, and adapt a strategy in response to evolving factors. SUPPLEMENTAL INFORMATION
Specific duties and responsibilities include, but are not limited to, the following: Operational Management and OversightLead and manage a team responsible for infrastructure management and level 3 staff support.Develop and implement strategies for scalable, reliable, and secure IT infrastructure.Ensure compliance with regulatory requirements and industry standards.Manage vendor relationships and contracts for infrastructure services.Monitor service performance against SLAs and KPIs across all technology domains, document and standardize processes; take corrective actions as needed.Drive continuous improvement initiatives to enhance service quality and efficiency for all technology services.Proactively identify and resolve Infrastructure issues and serve as highest point of escalation.Provide direction on IT infrastructure and application development initiatives.Evaluate emerging technologies and trends for adoption or enhancement.Application DevelopmentLead and manage a team responsible for Application Development and stakeholder support.Oversee the development, customization, and integration of Enterprise Resource Planning (ERP) and Salesforce Customer Relationship Management (CRM) applications.Implement best practices for software development and deployment processes.Monitor and optimize the performance for Fund Management System (FMS).Develop and maintain documentation for application architectures and technical procedures.Leadership and Team ManagementLead and manage a team of technical professionals working on Infrastructure, Application Development, ERP systems, enterprise cloud applications, Salesforce CRM, and provide guidance, coaching, and mentorship.Define team goals and objectives aligned with overall business objectives and specific requirements of each technology domain.Foster a collaborative and positive work environment to maximize team productivity and morale across all technology domains.Customer FocusedBuild and maintain strong relationships with staff, understanding business needs and priorities across diverse technology platforms.Collaborate with stakeholders to define project requirements and priorities.Serve as a liaison between IT and other sections.Facilitate communication and alignment on technology-related initiatives.Resource Planning and AllocationCoordinate resources effectively to meet service delivery requirements across Service Delivery workgroups.Ensure appropriate staffing levels and skills are available to support service delivery workloads.Manage vendor relationships and contracts specific to each technology domain to augment service delivery capabilities when necessary.Information Security Compliance and Risk ManagementConduct regular assessments of IT infrastructure and application performance.Lead the implementation of disaster recovery and business continuity plans. Develop and implement contingency plans specific for operational supported applications and infrastructure to minimize service disruptions.Ensure adherence to regulatory requirements and industry standards.Identify and mitigate risks related to technology domains, such as security vulnerabilities or system failures.Establish and maintain processes for incidents, problem and change management ensuring proper categorization, prioritization, and escalation of incidents.Stay updated on industry best practices and emerging technologies across all technology domains to anticipate future challenges and opportunities.
