The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.

MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area.

The San Francisco Estuary Partnership leads a regional strategy, the Estuary Blueprint, to protect and restore the water quality and ecological integrity of the Estuary from the Golden Gate to the Sacramento Delta.

The Estuary Partnership convenes agencies and organizations in the region and catalyzes regional work towards our collective vision of a healthy Estuary.

We work hand-in-hand with communities, funders, agencies, and other key stakeholders to collaborate, innovate, and adapt to the dynamic needs of the Estuary and its watershed communities against a backdrop of global climate change.

The Estuary Partnership is part of the National Estuary Program, a place-based program of US EPA, sitting within the Association of Bay Area Governments and the Metropolitan Transportation Commission.

The Communications Specialist for the San Francisco Estuary Partnership will oversee and lead tactical implementation of the Partnership's growing Communications Program.

Key goals of the Communications Program are to elevate and differentiate the Estuary Blueprint and the Partnership's work in the eyes of decision-makers, funders, community leaders, and other partners.

The Communications Specialist will work with SFEP staff to "tell the story" of the Estuary Partnership, highlighting our broad project portfolio and strong partnerships across the Estuary.

The Communications Specialist position will be filled at either the Assistant or the Associate level depending on the candidate's prior work experience and job knowledge / expertise.

A successful Communications Program will strengthen the Partnership's value to the region as a catalyst for a more ecologically resilient and socially just Estuary.

All employees at MTC are classified as Disaster Service Workers.

The ideal candidate will have the following knowledge, skills, and abilities :

  • Excellent written and oral communication skills, including strong attention to detail
  • Excellent interpersonal skills and flexibility
  • Demonstrated experience in media relations, writing and content creation
  • Demonstrated success engaging with diverse stakeholders, including elected officials, government agency staff, researchers and scientists, citizen activists, and members of underserved communities
  • Strong commitment to and understanding of equity and environmental justice, demonstrated through professional and / or lived experience
  • Good multi-tasking and time management skills
  • Ability to meet unanticipated needs
  • Effective problem-solving and critical thinking skills
  • General understanding of current ecological priorities for estuaries; a general understanding of ecological issues facing the San Francisco Estuary preferred

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying.

A typical way of obtaining the required qualifications is :

Education : Bachelor's degree from an accredited college or university in an appropriate discipline related to the area of assignment such as communications, marketing, advertising, business administration, public relations, environmental studies or another relevant discipline.

A Master's degree is desirable; Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

ASSISTANT LEVEL

Experience : One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning;

transportation engineering or modeling, financial management, economics, business or public administration.

ASSOCIATE LEVEL

Experience : Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning;

transportation engineering or modeling, financial management, economics, business or public administration.

Preferred Qualifications :

At least 3 years experience in communications, public relations, marketing, advertising, or other relevant industries. License / Certificate :

Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Implement the Estuary Partnership's Communications Program, including :

  • Work with leadership to align new program development with recommended messaging
  • Lead the development and execution of communication strategies that reach and meaningfully engage impacted frontline communities.
  • Outreach to elected officials and policy makers, including mailings, facilitating tours, and in person meetings locally, statewide, and in DC
  • Collaborate with regional partners on regionally-focused campaigns
  • Oversee SFEP's website
  • Expand SFEP's reach through website, social media and other media outlets
  • Collaborate with program managers to promote SFEP project outcomes, including reports, tools, and other products

Coordinate Estuary Blueprint progress tracking and implementation, including :

  • Management of staff tracking
  • Managing Blueprint Steering Committee meetings
  • Writing and presenting reports to the Partnership's Implementation Committee
  • Producing material for the Estuary Blueprint e-newsletter
