SUMMARY:

Reporting directly to the Director, Testing & Laboratory Services, the Manager is responsible for evaluation and implementation of drug/alcohol testing and related processes at designated OHS (Occupational Health Services) facilities supporting the MTA’s two railroad systems (Metro-North Railroad and Long Island Rail Road). Central to the Manager’s responsibilities is ensuring compliance with all testing requirements mandated by Department of Transportation (DOT) regulations, including those specified under Title 49 CFR Part 40 (Procedures for Transportation Workplace Drug and Alcohol Testing Programs), Part 219 (FRA – Federal Railroad Administration), and Part 382 (FMCSA – Federal Motor Carrier Safety Administration). This also includes compliance with additional requirements set forth in MTA policy.

The Manager will also be responsible for scheduling drug/alcohol testing technicians, implementing quality controls for all testing performed, regularly auditing assigned staff and facility performance, and providing instruction/guidance as needed.

RESPONSIBILITIES:

  • Develop and mentor drug/alcohol technicians to ensure an efficient and professional work environment for staff, as well as MNR/LIRR job applicants/employees visiting OHS facilities for testing services. This includes planning and implementing quality controls that ensure compliance with applicable regulation, MTA policy, established laboratory procedures, and preservation of confidential testing information collected/prepared.
  • Schedule work assignments of drug/alcohol technicians at designated OHS facilities to meet daily/weekly/monthly volume and operational demands. This includes scheduling off-site and emergency response mobile testing.
  • Maintain testing equipment/instruments as specified by manufacturer QAP (Quality Assurance Plan) to ensure integrity of testing performed. This includes logging of calibration, maintenance, and usage records. As needed, coordinate with manufacturers for replacement equipment, or new purchase/configuration and return of older equipment.
  • Conduct monthly and ad hoc auditing of drug/alcohol technicians, records, and OHS facilities providing testing services for MNR/LIRR employees. This includes oversight of mandated technician certifications that must be continually maintained.
  • To ensure an efficient and professional workplace, as well as drug/alcohol technician productivity, schedule training for supervisor and drug/alcohol technicians. This also includes monitoring workplace performance and, if necessary, taking corrective action to address gaps identified, as well as substandard work performance.
  • Other related duties as assigned.

KNOWLEDGE, SKILLS, & ABILITIES

  • Proficient in federal regulation relating to mandated workplace drug testing, including Title 49 CFR Part 40, as well as Part 219 and Part 382 regulations.
  • Proficient in drug specimen collection and alcohol testing procedures.
  • Strong organizational, time management, and team management skills.
  • Strong administrative, planning and project management skills.
  • Strong verbal and written communication skills.
  • Strong managerial skills to effectively direct professional staff to achieve short/long-term goals.
  • Strong interpersonal skills with a keen ability to motivate/foster teamwork, and effectively collaborate/organize activities with internal/external stakeholders across different business units.
  • Ability to consistently secure and preserve the confidentiality of regulated testing data and related documentation.
  • Capable of working effectively in a high-profile/high-pressure environment.
  • Working knowledge of Microsoft Office applications, including Outlook, Excel, Word, and PowerPoint, as well as video web conferencing tools, such as Teams, Zoom, GoToMeeting, etc.

EDUCATION & EXPERIENCE:

  • Associate degree in Occupational Health, Public Health or a related field, or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree.
  • Minimum 5 years of full-time experience with at least:
    • Three (3) plus years’ experience relative to federally mandated drug-free workplace.
    • Three (3) plus years’ experience managing professional staff.
  • A combination of related experience, education, and/or credentials relative to workplace drug/alcohol testing may be considered in lieu of an associate degree.

PREFERRED:

  • Bachelor’s degree in Occupational Health, Public Health, or a related field.
  • Developing and implementing interdepartmental policies/standards/procedures
  • Familiarity with rail road operating rules, collective bargaining agreements, as well as MTA policies and system applications

GENERAL:

  • Attendance at annual industry conferences relative to workplace drug/alcohol testing and federal regulations
  • Travel to various MTA locations is expected.
  • Work outside of normal business hours (i.e., evenings, weekends, and holidays) may be required.
