Position Objective:

To ensure the quality and accuracy of Crew Management System (CMS) data as it relates to Train and Engine (T&E) service employeeschedules, job assignments, attendance, and payroll information.

Responsibilities:

  • Support the daily deployment of train and engine employees, maintaining consistency with operational servicerequirements, budget constraints, collective bargaining agreements, and departmental goals (On-timePerformance, Vacated Trains, etc.) with the daily operations and maintenance of CMS including performingquality checks on data and interfaces with other systems and databases.
  • Create and maintain Capital Flag work and Extra List positions in the Centralized Train Scheduling System(CTSS) and execute schedule loads (including schedules for crew book changes, Holiday and Special Schedules, Service changes, and other ad hoc schedule changes). Identify and correct all discrepancies andinconsistencies between feeds from several departments to ensure schedule loads are accurate.
  • Provide support in the transfer to a new Crew Dispatching Management System (CDMS) platform and assistin communicating the needs to the vendor to ensure successful implementation, and continuous systemmanagement and to resolve any issues that occur. Assist in identifying future needs and enhancements to theCDMS system, document technical specifications for enhancements, and coordinate testing andimplementation with vendors.
  • Coordinate with the Payroll Department to resolve both individual employee and systemic issues affecting payrolldata.
  • Respond to service disruptions to support field operations by coordinating T&E crews for ad hoc schedules based on qualifications, and hours of service.
  • Provide supervision and guidance to the CMC workforce and support CMC management colleagues tomeet daily operational needs.
  • Select, develop, and motivate personnel within the department. Provide effective career development,coaching, and counseling for subordinates. Responsible for reviews of staff performance anddiscipline/termination of employees when necessary. Create a professional working environment thatrespects individual differences, enables all employees to develop and contribute to their full potential, and fosters a positive employee relations climate that ensures Metro-North principles, policies, and programs areconsistently practiced.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Knowledge of Collective Bargaining Agreements Operating Rules (NORAC), Federal Rules regarding the operation of trains and equipment, line operations, and equipment programs.
  • Strong leadership skills with the ability to organize and direct the activities of both subordinates and others.
  • Strong planning, time management, and organizational skills.
  • Must possess quantitative and analytical skills to effectively determine and resolve service delivery problems.
  • Strong oral and written communication skills to effectively communicate with all levels within the organization and external agencies.
  • Knowledge of Microsoft Office or comparable program, Crew Management System (CMS) or comparable program, TMIS, Train Tracking andCMS Pre-Load Scheduling System or comparable.
  • Must be flexible to work some late evenings, and weekends, and to be on-call seven days a week when required.

Required Education and Experience:

  • Bachelor’s Degree in Transportation, Business, Public Administration, or related field. Demonstrated equivalent education, experience, ortechnical credentials may be considered in place ofa degree.
  • Minimum of five (5) years of progressively complex experience in a Railroad Transportation Operation environment with emphasis on service delivery.
  • Minimum of three (3) year’s experience managing a diverse workforce.

The selected candidate will be required to gain the following knowledge within 6 months:

  • Knowledge of applicable Collective Bargaining Agreement (ACRE1, ACRE 9, TCU), MNR Operating Rules.
  • Familiarity with Metro-North Physical Characteristics.
  • Knowledge of Metro-North Transportation Line operations and equipment programs.

Other Information

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
