Metropolitan Government of Nashville & Davidson County is Hiring a Quality Improvement Analyst Near Nashville, TN

This is a Full-Time, Grant-Funded, Non-Civil Service position with benefits. The position will plan, organize, administer, implement, and coordinate all program compliance monitoring and continuous quality assurance activities for the assigned grant program or area. Manage the duties required to ensure all grant programmatic activities meet compliance mandates defined by the grant guidance, performance standards/requirements, applicable local, state, and federal regulations, policies, procedures, and standards. Utilize the Human Services Value Curve to achieve service area and organizational outcomes. Uphold the Mission, Vision, Core values and Principles of the Metropolitan Action Commission.

  • Lead the continuous monitoring of data, process and program quality initiatives that impact and reflect program outcomes. This approach includes developing KPI for outcome measurement, process Improvement & control, and cost analysis. May assist management with implementation of recommendations.
  • Assess the Head Start/Early Head Start program needs and effectiveness in accomplishing stated goals and objectives and achieving reinforced program outcomes through surveys, analysis of available data, conferring with stakeholders, researching and recommending systemic, policy, program and procedural innovations and improvement.
  • Generate, analyze, and interpret program information reports and utilize the information to recommend and implement strategies to assist programmatic continuous improvement.
  • Support the thorough analysis and reporting of all child, individual, and family outcome data information to ensure data quality, aid decision-making and classroom instruction.
  • Develop and adhere to a continuous cycle of collaborative inquiry with team members, and management that focuses on results and improved programmatic outcomes.
  • Develop measures to continuously ensure the integrity of data in all software systems for the Head Start/Early Head Start program.
  • Form interdisciplinary teams to evaluate and analyze integrated (Child and Family) outcomes and develop new approaches and solutions to identified gaps/opportunities for improvement.
  • Ability to work in a team setting with both pedagogues and non-pedagogues to develop strategies to ensure program goals are met.
  • Measure outcomes and implement quality improvement initiatives to quantify, enhance and reinforce program outcomes.
  • Assist in managing processes and procedures that enhance data collection, management, analysis, reporting/publishing program performance reports and make recommendations from all data sources.
  • Support the operation and training of all software systems for the Head Start/Early Head Start program and make recommendations for improvement.
  • utilize applicable protocols and evaluation standards to assess program compliance and quality, report non-compliances/deficiencies and issue deadlines for correction. 
  • Details problems, provides supporting evidence and makes recommendations to appropriate personnel.
  • Work closely with the system analyst to review individual and program wide data and meet regularly with program leadership to analyze and disaggregate data.
  • Assist in evaluating program quality and to establishing measurable goals and objectives to enhance program service delivery.
  • Perform internal reviews on all systems and report findings to the Director of Transformation and Innovation and agency leadership. Conduct follow-up to ensure corrective action to findings.
  • Utilize applicable protocols and evaluation standards to assess program compliance and quality, report non-compliances/deficiencies and issue deadlines for correction. 
  • Oversee process for reporting on and fulfilling data requests
  • Support routine data entry
  • Complete other duties as assigned.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Education, Business Administration, Economics, Statistics, or related field from an accredited college or university and three (3) years of data analytics experience. Valid Driver License.
  • Excellent technical skills experience working with online suites such as Google, MS Word, Excel, PowerPoint, and use of the Internet.
  • Working knowledge of statistics
  • Working knowledge of various types of analyses used in operational studies and appropriate circumstances in which to use them (Research Design).
  • Skilled in data analysis, reporting, and visualizations.
  • Ability to interpret and present statistical data (Both Qualitatively and Quantitatively).
  • Working with people to effect change.

PREFERRED EXPERIENCE

  • Advanced Database Administration experience
  • Experience working with federally funded programs including Community Services Block Grant and Head Start.
  • Knowledge of Whole Family/2GEN Approach.
  • Experience with Predictive Analytics
Knowledge of Federal Head Start Grant Performance Standards, State Licensing regulations, and State Department of Education, Child Development Division Funding Terms and Conditions, ROMA performance-based concepts.
