Qualifications

Education and Experience: Bachelor’s degree and experience equivalent to two years of practical application of Lean or Six Sigma project management, of which at least one year must have been as a Tennessee Center for Performance Excellence, Baldrige, other state level excellence program examiner or active member of the award applicant team or in systems thinking, mapping, simulation modeling, design, or innovation (analysis of complex problems, organizations, or systems to effect change and identify leverage points).

Substitution of Experience for Education: Qualifying full-time professional experience as listed above may be substituted for the required education on a year-for-year basis.

Substitution of Education for Experience: Graduate coursework in public administration, public service management, project management, or business administration may be substituted for up to one year of the required experience, there being no substitution for the specialized experience.

Summary

This classification is responsible for business process improvement work of average to considerable difficulty. An employee in this class is responsible for initiating, leading, and supporting improvement initiatives for and with the business units throughout the agency. This classification performs responsibilities at a lead level under direction and may supervise a staff carrying out continuous improvement or systems thinking responsibilities. This class differs from that of a DHS Program Coordinator in that an incumbent of the latter focuses on policy management and assists in business process improvement initiatives at the working level.

Responsibilities

  • Manages and facilitates process improvement through techniques such as stakeholder engagement, Lean principles, and systems thinking.
  • Identifies and prioritizes process improvement initiatives that focus on enhanced safety, efficiency, and increased productivity and customer service through collaboration with stakeholders.
  • Analyzes effectiveness of existing business processes and develops sustainable, repeatable, and quantifiable business process improvements.
  • Conducts analysis of organizational performance using the Baldrige Excellence Framework to determine contributing factors and actions to streamline and prevent future defects.
  • Conducts foundational data planning, collection, analysis, and/or reporting for statistical analysis during process improvement initiatives.
  • Utilizes analytical or research methods to design and prepare improvement initiatives that meet business needs.
  • Identifies key performance metrics for monitoring and tracking ongoing savings compared to the estimated goals and objectives.
  • Teaches and continuously mentors others to lead improvement initiatives, including training tools for successful project leadership. Identifies ongoing Lean improvement training needs and assists with developing and implementing the required training.
  • Leads or supports project teams to revise, roll-out, and validate future-state work.
  • Performs project management for multiple projects of varying sizes and complexities.
  • Develops relationships with customers and maintains active engagement during process improvement initiatives.
