Information Systems Manager

POSITION TITLE: Information Systems Manager
POSITION TYPE: Full-time (40 hours); exempt
PAY RANGE: $75,000 - $82,000 annually
REPORTS TO: President & CEO
HOURS:

  • Hours: 9 am - 5 pm, with some evenings and weekends
  • Days: Monday to Friday; some weekends; flexibility is required
  • Hybrid remote work flexibility (San Francisco Bay Area)

ABOUT THE MENTAL HEALTH ASSOCIATION OF SAN FRANCISCO (MHASF)

MHASF is a mental health peer-run nonprofit located in downtown San Francisco and has been serving people and agencies across the Bay Area since 1947. As mental health consumers, we center the lived expertise of people with mental health challenges in our advocacy, education, and support programs. We believe that dignity and recovery in mental health are something everyone can experience. Our staff is dedicated to creating spaces for learning and healing around stigmatized and under-resourced areas in mental health-hoarding and cluttering behavior; post-hospitalization peer support; mental health and nutrition; peer mental health workforce development; and much more.

OVERVIEW OF POSITION

Under the administrative supervision of the CEO, the Information Systems Manager oversees all information technology functions of MHASF. This includes supervision of internal or contracted IT staff, oversight of contract relationships with outside vendors, and coordination with other key managers representing the business interests of MHASF. The Manager shall operate per the policies determined by the Board of Directors and abide by all applicable federal, state, and local regulations.

  • Overall responsibility for MHASF's collective information systems and technologies.
  • Devise and establish IT policies and systems to support the implementation of strategies set by leadership.
  • Serve as the MHASF information security office.

RESPONSIBILITIES OF THE INFORMATION SECURITY OFFICER

  • Responsibilities of the information security officer.
  • Assess the organization's security measures, such as firewalls, anti-virus software, and passwords, to identify any weak points that might make information systems vulnerable to attack.
  • Perform security risk assessments and may carry out simulated attacks to test the efficiency of security measures.
  • Prioritize security coverage to ensure that strategically important data, such as commercial or personal data, receive the highest levels of protection.
  • Develop policies that encourage secure working and protect data.
  • Provide training for employees, explaining security risks and demonstrating good practices, such as using strong passwords and protecting data when they use mobile devices outside the office.
  • Set up procedures and automated processes to monitor the status of computers and networks.
  • Analyze reports generated by the monitoring system to identify trends that might indicate a future risk.
  • Stay abreast of emerging and changing security standards, regulations, and requirements.
  • Provide consultation/assessment of security risks for all new applications and facilitate technical security assessments.
  • Collaborate with the MHASF Privacy Officer and other Compliance team members to adhere to requisite state and federal regulations.

GENERAL RESPONSIBILITIES

  • Ensure that the business requirements of all departments are analyzed to determine their technology needs.
  • Help purchase efficient and cost-effective technological equipment and software.
  • Ensure that the use of technological equipment and software meets requirements for functionality and efficiency.
  • Help identify the need for upgrades, configurations, or new systems and report to management.
  • Guide MHASF in evaluating, selecting, and implementing information system and technology needs.
  • Develop and implement a robust user training program.
  • Provide as-needed end-user and help desk support.
  • Manage the MHASF website and advise staff on using social media to support MHASF's marketing efforts.
  • Ensure productivity standards are met within the IT department.
  • Work closely as required with other members of the senior leadership Team.

POSITION QUALIFICATIONS & SKILLS

  • Commitment to upholding the mission and values of MHASF.
  • Familiarity with the recovery movement, peer support model, and Bay Area resources.
  • Bachelor's Degree; A degree in computer science, engineering, or a related field is preferred.
  • 5 years in information systems and 3 years of experience in healthcare.
  • Familiar with regulatory compliance, including federal and state laws and regulations concerning information security and privacy.
  • Working knowledge of behavioral health or healthcare fields is preferred. Experience working with electronic health record systems and call management systems is preferred.
  • Experience in analyzing, implementing, and evaluating IT systems and their specifications.
  • Sound understanding of computer systems (hardware and software), networks, and website operations.
  • Experience in managing a budget and coordinating purchasing and software acquisition.
  • Experience developing and implementing user training to support corporate IT efforts.
  • Ability to understand, interpret and analyze information and systems.
  • Excellent interpersonal skills and the ability to communicate effectively verbally and in writing.
  • Demonstrated ability to supervise the work of a professional team effectively; ability to foster teamwork and shared vision; ability to effectively delegate responsibility and avoid micro-management.
  • Possess effective organizational skills and problem-solving skills, can work in a team environment, and have the ability to manage multiple priorities.
  • Pass required security screenings.
  • Able and willing to travel within California by automobile as much as 20 percent of the time.
  • Physical requirements include but are not limited to standing, walking, talking, hearing, and lifting (40/50 pounds). Walking stairs may be required as well.
