Mclennan County is Hiring a HUMAN RESOURCES SPECIALIST Near TX, TX

POSITION SUMMARY:
The Human Resources Specialist is responsible for organizing and performing technical administrative duties in support of the McLennan County HR Department. This front line customer service position provides support and assistance with all HR functions to ensure the HR team is able to provide support services to applicants, staff, department heads, and elected officials.ESSENTIAL JOB FUNCTIONS:
  • Provide general customer services and Human Resources support including, but not limited to:
    1. Greet visitors, respond to the phone lines and respond to inquiries from job seekers
    2. Communicate and inform County employees of expectations related to their work environment, such as workplace behavior and appearance; ensure employees understand the job responsibilities and work hours; provide information regarding HR policies, programs and employee information
    3. Maintain the HR Department’s personnel files, confidential files and other record keeping filing and documentation
    4. Prepare and maintain requisitions for all invoices pertaining to the HR Department
    5. Maintain inventory of all operational supplies and equipment, keep the office supplies & equipment organized and functional, and submit orders/requisitions when needed
    6. Generate correspondence, deliver/mail/distribute departmental mail
    7. Prepare and coordinate travel arrangements for the HR department
    8. Prepare and complete requested Verification of Employment, Verification of Insurance and Unemployment Claims forms
    9. Provide representation and completes the work product including research, spreadsheets, reports, etc. on special committees, special projects, or records retention
  • Recommend new approaches, continual improvements, related to: efficiency, cost containment, more automated electronic processes for the department and with regard to all the services provided by the department to reach department goals and objectives
  • Remain informed about Federal and State guidelines, and updating policies to reflect the guidelines
  • Provide support services in the functions of workers compensation and benefits including such responsibilities as:
    1. Assisting supervisors and employees through work injury response and reporting, including return to work coordination
    2. Complete any necessary steps for the onboarding process, including: administering pre-employment paperwork, building new hire packets and facilitating new hire orientation in a genuine, enthusiastic manner that is conducive to learning
    3. Assist with benefits administration and enrollment actions
    4. Administering education/training programs designed to keep elected officials, department heads and/or supervisors knowledgeable of Human Resources laws and requirements
    5. Conduct a variety of research projects, prepares written reports as required, may prepare and administer a variety of employee and client surveys
  • Assist in entering, monitoring and reporting data into HRIS databases and other applicable systems; provides communication to applicable audiences regarding changes as appropriate or system training; derive, analyze, and interpret reports from these systems
  • Regular attendance and timeliness are required
EDUCATION:
Required:
  • Associate’s Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field; in lieu of associate’s degree a minimum of 2 years’ related experience plus the years of experience required below
Preferred:
  • Bachelor’s Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field

SKILLS ~ EXPERIENCE:
Required:
  • 2 years of experience in customer service, professional office or HR related environment
  • Strong ability to effectively use software such as Microsoft Word, Excel, and PowerPoint, Adobe Pro, and prefer knowledge of HRIS Systems including the ability to manipulate data and produce informative reports from these systems
  • Keyboard/personal computer skills (minimum 35 WPM, prefer 65 WPM) 
  • Self-starter with exceptional organizational, communication (written and verbal), and interpersonal skills in dealing with the public, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and co-workers. 
  • Time management and organizational skills to meet productivity objectives; ability to multi task and address items based on urgency
  • Ability to train and orient groups of employees in an engaging manner that creates an environment that is conducive to learning
  • Familiar with standard concepts, practices and procedures within the HR field
  • Relies on experience and judgment to plan and accomplish project goals
  • A degree of creativity and latitude is required; ability to operate with minimal supervision 
  • Ability to maintain confidences and to deal with sensitive issues
  • Maintain confidentiality and comply with HIPAA and all other compliance standards per County and HR policy 
  • Ability to take direction, receive coaching and act positively to improve performance 
  • Ability to be adaptable, flexible and advance existing skill sets to be able to serve future office needs in additional capacities.

Preferred:
  • Knowledge of Federal and State laws affecting Human Resources including the ADA, FMLA, FLSA, and Title VII of the Civil Rights Act

ENVIRONMENTAL FACTORS: Individual works indoors in well-lighted, air-conditioned office working at a computer terminal. Position may require travel to meetings, conferences and workshops as a representative of the County. Position requires the capability of managing stress effectively; work is fast paced and can be demanding. Employee often works independently.

PHYSICAL DEMAND REQUIREMENTS: Work is primarily sedentary; job duties require oral and written communications. Some lifting up to 25lbs., bending, standing, walking, stooping and sitting. Frequent use of vision (must be able to read computer screens), have fine dexterity (typing, filing & sorting), and hearing (talking on the phone). 

HOURS / SPECIAL CONDITIONS: Monday – Friday, 8:00 am – 5:00 pm (position can require overtime on occasion to support operational needs)
