McLennan County, Texas is Hiring a HR GENERALIST Near Waco, TX

Position Summary

The Human Resources Generalist is responsible for performing HR-related duties on a professional level and works closely with the HR Manager to carry out responsibilities in the following functional areas: employee relations, employee training & development, performance management, workers compensation & leave management, developing and interpreting policies and procedures, employee communications, and employment law compliance. Position executes design and development of outsourced or in-house training programs. Recommends appropriate training methods based on the individual needs of the client group. This is a hands on position that develops services and programs.

Essential Functions

  • Assists in developing and facilitating employee training and development needs. Evaluates the effectiveness of training and development activities.
  • Assist in developing and administering education/training programs designed to keep elected officials, department heads and/or supervisors knowledgeable of Human Resources laws and requirements.
  • Markets available training opportunities to employees and client groups.
  • Assists with addressing employee complaints, allegations of misconduct, harassment, discrimination, or policy violations. Document findings and recommend appropriate corrective actions.
  • Monitors the performance evaluation program, conducts investigations related to personnel matters and provides guidance/counsel on employee relations matters; may respond to charges or complaints involving labor or workforce agencies.
  • Counsels employees on their rights and options under the Family Medical Leave Act and other federal laws; verifies leave reasons, doctors certification and accrued time to assure all legal aspects are being met; prepares monthly FMLA report for active employees on leave and compares report to payroll roster to check for discrepancies.
  • Administers plans and procedures for all company personnel, assists in the development and implementation of personnel policies & procedures; prepare and maintains employee handbook/procedural manual.
  • Assists in administering the Worker’s Compensation and Incident Reporting Program, ADA accommodations, and bilingual testing and pay program
  • Conducts exit interviews, and completes the separation process for employees in the personnel systems
  • Maintains human resources records (both information systems and hard copy files) and compiles reports from the databases.
  • Recommends new approaches, continual improvements in efficiency, cost containment, more automated electronic processes for the department and with regard to all the services provided by the department.
  • Analyzes HR data (injury reports, employee turnover, exit surveys) to support HR planning process
  • Maintains measurement systems and analyzes data to determine the impact of HR programs.
  • Performs employment related duties including recruiting, screening, completing new hire paperwork & conducting orientations.
  • May be assigned to special committees or special projects such as enhancement of employee recognition programs, re-design of performance appraisal instruments, etc.
  • Regular attendance and timeliness are required
ADDITIONAL RESPONSIBILITES: Other duties as assigned.
  • Perform additional duties / projects as directed by the Human Resources Director or the Commissioner’s Court.
  • Maintains a high level of confidentiality at all times.

Minimum Requirements

EDUCATION:
Required:

  • Bachelor’s Degree in Human Resources, Personnel Management, Business Administration, Public Administration, Communications or related field; or a of combination, education, training, and experience in the Human Resources field
SKILLS ~ EXPERIENCE:
Required
  • Minimum 3 years’ experience in Human Resources performing in a generalist role, program development role, or training role or equivalent combination of education, training and experience.
  • Knowledge of:
  • Federal and State laws affecting Human Resources including the ADA, FMLA, FLSA, and Title VII of the Civil Rights Act
  • The principles and practices of modern human resources management and administration
  • How to apply modern business practices, procedures and technology to the personnel management functions
  • The fundamental principles of industrial psychology and work place sociology as it applies to public employment and human resources management setting
  • Ability to learn additional HR terminology processes and employment laws to be able to serve the department when operational demands may require it Interviewing candidates and employees and interpreting responses
  • Ability to foster employee career development, professional development and motivate the employment workforce
  • Ability to develop tactical and strategic plans for the human resources management programs
  • Self-starter with exceptional organizational, communication (written and verbal, public speaking), and interpersonal skills in dealing with the public, as well as the ability to develop and maintain professional working relationships with county officials, department heads, and co-workers. Personal time management and organizational skills to meet productivity objectives
  • Relies on experience and judgment to plan and accomplish project goals; creativity and latitude is required
  • Ability to effectively use software such as Microsoft Word, Excel, and PowerPoint, Adobe Pro, and knowledge of HRIS System Implementations
  • Knowledgeable and skilled in using word processing equipment and software. Ability to maintain confidences and to deal with sensitive issues
  • Maintain confidentiality and comply with HIPAA and all other compliance standards per company policy
  • Ability to take direction, coaching and act positively to improve performance.
  • Ability to be adaptable, flexible and advance existing skill sets to be able to serve future office needs in additional capacities.
Preferred
  • PHR or SPHR Certification.

Supplemental Information

ENVIRONMENTAL FACTORS: Individual works indoors in well-lighted, air-conditioned office. Position may require travel to meetings, conferences and workshops as a representative of the County. Work is primarily sedentary; job duties require oral and written communications, walking, frequent standing, lifting, pulling, pushing and carrying objects up to 25 lbs., communicating by phone and operating a p.c., infrequently requires filing, sorting, stooping and bending.
PHYSICAL DEMAND REQUIREMENTS: Some lifting, bending, standing, walking and sitting. Frequent use of vision (must be able to read computer screens), have fine dexterity (typing), and hearing (talking on the phone). Works in office environment, sitting, working at a computer terminal. Position requires the capability of managing stress effectively; work is fast paced and can be demanding. Work requires organizing; prioritizing; accuracy and attention to detail. Flexibility in order to assist with/coordinate a variety of projects and activities and to adapt standard methods and procedures to differing conditions; works in high volume environment. Employee often works independently.
HOURS / SPECIAL CONDITIONS:

  • Monday – Friday, 8:00 am – 5:00 pm (position can require overtime on occasion to support operational needs)
  • Some travel may be required for HR Professional Development, Conferences or to provide support services to offices within McLennan County’s infrastructure

McLennan County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records, and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.
