Position Objectives

McDowell County is currently recruiting a Public Works Manager to plan, manage, and oversee the operations of the Public Works Division of the Public Services Department including the County transfer station, yard waste, vegetative debris, seven (7) convenience sites, solid waste collection and recycling collection services. Oversight of the county garage including sale of surplus vehicles . They will perform complex operational analysis, manage staff as well as identify and recommend to the Public Services Director any policy revisions or other changes to improve operational effectiveness and efficiency. To provide highly responsible and complex administrative support to the Public Services Director, whom they will report to directly.

Duties & Responsibilities

  • Assume full management responsibility for all Public Works Division operations to include solid waste collection, Transfer Station operation, yard waste, oversight of the County Garage, sale of surplus vehicles and recycling; recommend, implement and administer policies and procedures.

  • Direct the development and implementation of Public Works Division goals, objectives, policies and priorities for each assigned service area.

  • Establish, within County policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly; procure, monitor, and direct contract services as needed to support division functions.

  • Plan, direct and coordinate, through subordinate level supervisory and managerial personnel, the Public Works Division work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with management staff to identify and resolve problems.

  • Assess and monitor workloads, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

  • Select, train, motivate and evaluate Public Works Division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

  • Oversee and participate in the development and administration of the Public Works Division budget; develop the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

  • Explain, justify and defend Public Works Division programs, policies, and activities; negotiate and resolve sensitive and controversial issues.

  • Support the Director in representing the Public Works Division to other County operations, elected officials and outside agencies; coordinate Public Works Division activities with those of other County operations, outside agencies and organizations; respond to and resolve difficult and sensitive citizen inquiries and complaints.

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of solid waste operations and management.

Minimum Requirements

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience in Solid Waste management, public administration, or a related field, including three years of administrative and supervisory responsibility.

Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, business administration or a related field.

LICENSING & CERTIFICATIONS Required: None. Preferred: Solid Waste Association of North America ("SWANA") certification.
