THIS IS A NON-CIVIL SERVICE POSITION POSTING DATE: 05/03/2024 CLOSING DATE: 07/03/2024 AT 12:00 MIDNIGHT SALARY: $58,217.00 - $93,006.00 Annually CLASS DESCRIPTION The Baltimore City’s Department of Recreation and Parks (BCRP), Bureau of Recreation, is seeking a dynamic, results driven, goal-oriented individual to support the executive team as an Operations Specialist I “STEM Coordinator”. The incumbent will report to the Chief of Programming. The STEM Coordinator is responsible for introducing children and teens to science, technology, engineering, and math through a variety of workshops all aimed at developing problem solving skills. Developing activities and programs to include a wide variety of science, mathematical and engineering concepts through an engaging and hands-on approach. This role is critical to ensuring the programmatic efficiency and effectiveness of in BCRP; and responsible for the implementation of creative, innovative recreational and educational programs for our youth that support and align with the Mayor’s pillars of Public Safety and Quality of Life. This position requires strong alignment with the City of Baltimore’s and BCRP’s mission, values, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment. ESSENTIAL FUNCTIONS Work with the Recreation Programming and Operations team to develop and implement projects that increase public awareness of BCRP’s STEM activities and programs within the City of Baltimore Oversees and leads the STEM programs, activities including assisting in preparation and planning and communication with the Recreation Centers, community, and volunteer program providers. Provide administrative and customer support to the STEM focus area, including reporting, data entry, phone and email customer service. Conduct complex review and evaluation of BCRP’s programs and procedures, liaise with external stakeholders to research and analyze STEM programming at the national level and prepare complex final report, recommendations, for the improvement and creation of STEM programming at BCRP. Using knowledge of STEM programming develop and recreation center after school programs as necessary to ensure participant enrichment and success as well as compliance with federal and state regulations. Maintain open lines of communication with internal and external stakeholders, address and anticipate program issues and concerns immediately. Establishes and maintains working relationships with various organizations, non-profits, schools and colleges, institutions, advocates and related recreation and education, for the purposes of collaborative programming, information sharing, advocacy, grants and sponsorships. Anticipate and quickly respond to emerging trends in recreation and resource management. Maintain professional knowledge through such means as attending seminars, conferences, reviewing professional publications and participating in professional organizations. Ensures compliance with all applicable Federal, State, City and OSHA laws, regulations, and programs regarding stewardship and recreation. Perform other related duties as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS EDUCATION: Have an associate degree from an accredited college or university AND EXPERIENCE: Have five (5) years of experience performing complex analytical support for an operational, technical, or administrative function is required. OR NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of the principles, practices, and procedures of business and public administration. Knowledge of administrative practices and methods, including but not limited to STEM program administration, planning and budgeting. Knowledge of standard office management methods. Ability to communicate effectively, both orally and in writing, presenting recommendations clearly and concisely. Ability to establish and maintain effective working relationships with City officials, State and Federal officials, department managers, community representatives, business partners and related public groups. Ability to research and write complex narrative and statistical reports. Ability to maintain confidentiality of sensitive information. Ability to plan, organize and direct the work of others, to include supervision and support staff. Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations, and procedures, to include development and installment of program procedures. Ability to communicate effectively; speak and testify effectively before government and legal bodies, commissions, community and business groups.
