POSTING DATE: 02/09/2024 CLOSING DATE: 05/09/2024 12:00 Midnight SALARY: $83,165.00 - $132.947.00 Annually Position Overview The City of Baltimore Department of Human Resources has an immediate opportunity for a Benefits Manager to assist in the overall administration of the City of Baltimore’s health and wellness benefits programs for all active employees, retirees and their benefits. Essential Duties and Responsibilities: Under direction of the Chief of Benefits, manages the day-to-day operations for the benefits office. Leads and oversees the Workday Enrollment System functions for active, retirees, and dependents including ACA employees, COBRA, and FSA. Streamline and implement new benefits processes and address disruptions. Ensures timely integrations of the new vendors and submission of enrollment data files. Provides accurate premium reports to vendors. Works with BCIT Workday Team, HRIS, Payroll, Retirement System, Departments/Agencies, and External Partners to resolve operational issues. Ensures high levels of customer service when dealing with employees, retirees, dependents, and the public. Assists Employee Benefit Supervisor, Accounting Supervisor, and Benefits Manager in resolving the enrollment issues, weekly arrears billings, vendor disruption files, retirement system disruption reports, missing premiums, and refund issues. Performs supervisory functions in the absence of the Benefits Chief. Also supervise the Benefits Managers and Staffs, when directed. Handles special projects when assigned by the Benefits Chief. Assists the Open Enrollment Manager during the open enrollment period and complete the pending business process actions in Workday, 14 days before the open enrollment begins. Minimum Qualifications Bachelor’s degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and 7 years of related experience. Strong supervisory skills required. Knowledge of coordinating and managing employee and retiree healthcare benefit programs and plan designs Ability to direct and implement new healthcare benefit programs and enhancements Ability to communicate effectively both orally and in writing Ability to strengthen good professional relationships with consultants, vendors, HR managers, labor management and union representatives Skill in resolving complex issues Detail and multi-task oriented Knowledge of technical computer application such as Microsoft Word, Excel, Power Point Knowledge of HIPPA, COBRA, FMLA Ability to evaluate, analyze and maintain records and audit information to ensure continual data integrity. NOTE: Those eligibles who are under final consideration for appointment will be required to authorize the release of criminal conviction information. A letter of interest and salary is required at the time of application submission.
