Construction Manager

Location: Public Works Department, Construction Management Section

Reports to Public Works Director

Type: Exempt

Pay: $85,000 - $100,000 /year DOQ

Job Summary:

* This position is for a full time Construction Manager to manage a variety of transportation construction projects and related activities. As a supervisor, directs the activities of five City staff monitoring activities at construction sites as well as oversight of the efforts of construction engineering inspection consultants providing inspection support services. Works to ensure construction projects progress as scheduled and that contract standards and specifications are met. Coordinates the efforts of the City's project delivery team, allied consultants, legal and financial staffs to ensure the City's interests are represented in assigned construction projects and contracts. This position is TSPLOST funded. Responsibilities include:

* Provide supervision and guidance to assigned project inspection staff

* Meet with staff, project managers, and consultants to develop construction phasing/staging plans, work restrictions, project inspection plan and construction schedule.

* Chair preconstruction meetings and weekly construction progress meetings

* Resolve unforeseen site conditions, unplanned interferences, utility delays, contract discrepancies, and other construction conflict problems and disputes between contractor, site staff, inspector, project manager, and professional consultants

* Monitor construction progress and costs; take corrective action as required to manage both schedule and budget

* Administer the change order process; review requests for schedule or cost adjustment and negotiate changes to the contract; assist in preparing change order documents for approval

* Ensures thorough evaluate of contractor's requests for payment and recommends invoices for payment

* Maintain project files to include contract, inspection reports and related documentation

* Respond to questions and concerns and ensure that all concerns from elected officials and the community are handled promptly and properly

* Manage the project close out phase, including certificate of substantial completion, punchlist, and receipt of as-builts, warranties, and manuals

* Use word processing, spreadsheet, database, and scheduling software to prepare correspondence, reports, schedules, and other documents related to the project

* Provide continuous effort to improve operations, decrease turnaround times, streamline processes, and work cooperatively and jointly to provide quality, seamless customer service

Qualifications:

* Minimum education requirements include a Bachelor's degree in construction management, civil engineering technology, civil engineering or related field or demonstrated equivalent such as a combination of education, skills, knowledge, abilities and experience.

* Ten years of experience in delivering transportation/civil construction projects

* Valid driver's license required.

* Experience supervising construction field superintendents/inspectors,

* Experience with coordinating project delivery with coworkers, contractors, utility owners, consultants, city staff, and the public is required.

* Strong knowledge of GDOT Standard Specifications, special provisions, and contracts

* Ability to obtain and maintain GSWCC Level 1B certification or greater

* Experience with construction cost estimating and project scheduling.

* Candidate should have a strong technical background with the construction of various types of transportation projects including road and intersection improvements, sidewalks and multi-use paths.

* Proficient in Microsoft Office

Preferred Skills/Experience:

* 15 years of experience in civil/transportation construction field with at least 5 years in a supervisory role.

* Professional licensure/certification is preferred.

* Experience with developing and maintaining construction documents and correspondence associated with construction project delivery.

* Experience with managing federally-funded highway construction projects.

* Experience with meeting construction project documentation standards on federally-funded projects.

* Currency in GDOT Local Administered Projects (LAP) program with evidence of associated course completion

* Experience with developing contracts and associated special provisions.

* Local government transportation construction contract experience.

* Experience with transportation design standards in Georgia to include familiarity with plan presentation standards.

* Proven experience delivering multiple construction projects.

Physical Requirements/Working Conditions:

* Employee must be committed to a high standard of safety and be willing and able to comply with all safety laws and all safety policies and policies and must be willing to report and/or act on safety violations and potential safety violations to appropriate supervisory or management personnel;

* Meets attendance standards as determined by management. Employee must be available and willing to work according to the assigned schedule. Must be available and willing to work overtime (including daily, weekend and holidays) as determined by management as necessary to meet the business needs;

* Provides rotational after hours/on-call support for up to one week per month

* Provides Emergency Operations Center support, as needed

* Performs duties in a combination of outside work and an office environment. Job requires employee to regularly and routinely perform duties at a job site; at times working alone and at times working very closely with others;

* Requires outside work, subject to all types of weather and temperature conditions. Incumbents may be exposed to commonly encountered chemicals, solvents, fumes, smoke, and gases found in any around construction sites and various types of surfaces, including slippery or uneven surfaces;

* Specific vision abilities required by this job include close vision, distance vision, the use of both eyes and the ability to adjust focus;

* Ability to work in a fast paced environment to complete a multitude of tasks;

* Must be able to operate a City-provided vehicle.

Schedule and Compensation:

The candidate is expected to meet attendance standards as determined by management. A typical work week is 40 hours, 8:00 AM to 5:00 PM, Monday through Friday. He or she will be called upon occasionally to work as required beyond normal hours/weekdays to support non-typical project work hours and for attendance at City Council meetings, community meetings, etc.

* The candidate will be subject to rotational after-hours on call responsibilities, also subject to participate Public Works emergency response/severe weather operations including uncommon shifts.

* $85,000 - $100,000 /year DOQ.
