DESCRIPTION

The Maryland Transit Administration is recruiting a Manager of Data Science in the Office of Performance Management. The Manager of Data Science designs and develops a data support structure for the agency, utilizing multiple databases to form the backbone for advanced analytical capabilities. The Manager also develops, manages, and implements advanced operations-related analytics to inform and improve the agency’s ability to serve the public.
 
Serving as a liaison between the agency’s database administrators and operational teams, this position will take on complex cross-departmental issues and resolve them through experiential, technical, and analytical methods, and utilize new and innovative approaches to problems. The Manager of Data Science will work closely with agency staff to devise appropriate analysis methods and metrics, design robust and efficient processes, build visualizations, and tackle hard, open-ended problems to uncover new opportunities for improvement. The individual will be expected to actively research and learn about new data technologies and approaches to advance the industry.
 
The Manager will inform key decision-making amongst MTA’s senior and executive leadership and will be responsible for guiding the agency towards the adoption of advanced metrics, innovative database management, and innovative methods of data mining. 
 
This position will receive managerial supervision from the Chief Performance Officer in the Office of Performance Management, which falls within the Office of Customer Experience. 
 
Additional duties include, but are not limited to:
  • Manage data Extraction, Transformation and Loading (ETL) processes, and SQL Server data warehousing.
  • Manage the Power BI program and troubleshoot the technical side of Power BI processes.
  • Respond to requests for reports, metrics, and integration of data from existing tools.
  • Work closely with the data analytics team.
  • Use data as a driver to improve the customer experience for all MTA customers internal and external. 
  • Will manage the work of data science specialist embedded consultants.
 
This vacancy is located in Baltimore City, MD

Education: A bachelor’s degree from an accredited college or university in computer science, analytics, or related field is required. An advanced degree in a related field is a plus.
 
 Experience: Five years of progressive experience in database management, project management, etc. is required. Candidate must have advanced skills in MS Power BI, and SQL and the ability to work with APIs.
Experience with Tableau can be substituted for Power BI experience.
Experience with and understanding of public transportation is a plus.
Strong knowledge of machine learning, big data analytics, statistical analysis, and data visualization will be important.

 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
 
 2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
 
 3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
 
4. They must have the ability to: work in challenging weather conditions, lift 50pounds, climb ladders, hills, walk on ballast and train tracks. Manage excessive standing, bending, crawling, carrying tools and equipment for long a distance to respond to emergencies at remote locations and/or participate in planning or delivering emergency response training.
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
