The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure and convenient transportation facilities. Nature of Work:  The MDTA is seeking a Deputy Director of Planning and Program Development to manage the Project Planning, Community Relations, Capital Programming, and Real Estate Services units in the Division of Planning and Program Development. The primary functions of the four units in this Division are outlined below.
 
Project Planning Unit: This unit has the lead responsibility for the project production activities necessary for obtaining federal and state agency approvals that allow a project to advance through the phases of the National Environmental Policy Act (NEPA) process.
 
Community Relations: This unit takes the lead on the coordination of public involvement efforts for all major projects during the planning, design, and construction phases. This unit performs intra-agency coordination and prepares and executes community and public outreach and information plans for stakeholders affected by MDTA projects and programs.
 
Capital Programming Unit: This unit works with other MDTA divisions in the development and management of funding strategies for the capital program to ensure adequate funding for all improvement, expansion, and system preservation. Capital Programming also has the lead for coordination and production of MDTA’s portion of the Consolidated Transportation Program (CTP).
 
Real Estate Services Unit: This unit performs all aspects of right-of-way and real estate activities necessary to maintain and protect MDTA’s property rights. This includes negotiating favorable terms for various land and right-of-way agreements, including acquisitions and dispositions, as well as easements and permits.
 
Duties of this position include, but are not limited to, the following:
 
  • Assisting the Director in preparing responses to citizen inquiries, elected official inquiries, and preparing briefing materials for the Chairman, Board, and Executive Director related to active Capital Program projects; 
  • Managing personnel assigned to the division;
  • Assisting the Director in acting as MDTA’s policy advisor to Maryland’s State Highway Administration (SHA) on proposed new toll projects;
  • Recommending new capital projects for addition to the MDTA’s Capital Program based on the review of MDTA proposed capital project needs and available MDTA resources; and
  • Directing the development of scopes and budgets for project planning studies.
This position will report directly to the Director of Planning and Program Development. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Education: Possession of a bachelor’s degree from an accredited four-year college or university. Preferable degrees include engineering, planning, finance, or political science related fields.
 
Experience: Six (6) years of administrative or professional work. Four (4) years of this experience must have involved project planning in relation to highway development, management of a capital program, or legislative experience (to include preparing proposed legislation and review of legislation).
The ideal candidate will possess experience working with:
  • The National Environmental Policy Act (NEPA)
  • Coordination of public involvement including development and implementation of public involvement plans for outreach efforts
  • Capital Programming
  • The acquisition and/or disposition of government property
