This position is open to anyone who meets the preferred qualifications below. Nature of Work: The Deputy Director serves as second in command to the Director and assumes the responsibilities for the Office of Homeland Security and Occupational Safety. The scope of responsibilities in the position includes, but are not limited to, the statewide Office of Homeland Security & Occupational Safety for SHA, including budget, personnel, procurement, fleet, managing security service contracts/contractors, and collaboration with SHA procurement to create agency-wide contracts for use at all SHA facilities, access control, Closed-Circuit Television (CCTV), alarms, and security services. The Deputy Director provides Homeland Security assessments on critical infrastructure, facilities, and structures, and manages the daily planning and operations of all security & safety related activities to safeguard SHA staff, facilities, and resources statewide. The incumbent will plan and execute the deployment of enhanced security, video, proximity, and life safety systems at all staffed SHA facilities, develop and implement agency-wide security, safety strategies, and related policies. The Deputy Director will provide direction and support to the Administrator/Chief Administrative Officer (CAO) on all Security and Occupational Safety matters and serves as Deputy Advisor. Through delegated authority from the Administrator/CAO, the Deputy Director will direct SHA resources to mitigate incidents and restore normal operations. Performance of such duties may be required for extended periods of time and under difficult conditions. The incumbent manages all facets of OSHA compliance, inspection, investigation and reporting for workplace hazards and injuries, develops standards for security/access control systems, reviews evacuation plans for SHA facilities, and coordinates with state and local fire marshals to ensure that planning and drills occur within National Fire Protection Agency (NFPA) and Maryland standards. The Deputy Director will collaborate with every SHA office to review the respective Continuity of Operations Plans (COOP) to ensure SHA’s mission and compliance with local, state, and federal law regulations. Additionally, this position will act as secondary point-of-contact for the Maryland Department of Emergency Management representative for SHA planned/unplanned state level emergencies, and manage agency-wide COOP for SHA, including reviews, updates, and exercise of the plan. The Deputy Director will maintain communication with emergency operations centers and other watch centers as necessary to coordinate resource requests from the on-scene incident commander and other agencies. This position will serve as a liaison with federal, state, and local law enforcement/homeland security partners, utilizing a US DHS Secret Clearance for anti-terrorism and anti-crime efforts. Lastly, the Deputy Director will provide subject matter expertise to assist the Office of Audits, Employee Employer Relations (EER) Division and the Office of Equal Opportunity (OEO) with employee-related investigations and termination procedures.MDOT offers a generous and competitive benefits package. EXAMPLE OF DUTIES
PREFERRED QUALIFICATIONS: EDUCATION: Possession of a bachelor's degree from an accredited college or university. EXPERIENCE: Six (6) years of experience in emergency, crisis and/or security management. Two (2) years of this experience must have involved supervision or management of emergency management operations, occupational safety and health programs, continuity of operations, workplace inspections and/or investigations into criminal, employment, or security related incidents/ events.
