Duties
This position is in the Data Services Division (DSD), Office of Innovation (OIN), Office of the Inspector General (OIG), Department of Homeland Security (DHS). The DSD seeks to identify and obtain important sources of internal and external data; promote the use of analytics and technical assessments in OIG audits, inspections, and investigations; and conduct projects to improve the efficiency and effectiveness of OIG's internal operations. DSD is responsible for assisting OIG program offices to leverage data and incorporate data analytics in all aspects of DHS OIG's mission. In addition, DSD provides support with respect to data analysis and visualization for more effective reporting. DSD conducts data mining and big data analytics to identify fraud, waste, and abuse, to include referrals for investigations. DSD also leverages project-tracking data to provide operational insights to OIG mission support functions in the organization.
As a Data Access Manager, the incumbent oversees a team of junior and senior Program Analysts, Data Scientists, and Contractors that provide analytics, visualization, and data mining support across the OIG. The Manager is responsible for understanding, coordinating, and implementing requirements of other DHS OIG offices performing audit, inspection, and investigations that require the use of extensive data support services. Supervises preparation of data analytics products using data from relational database models and/or large data warehouses, ensuring effectiveness of presentation, adequacy of supporting data, and conformance with policies and standards. Reviews reports, memoranda, dashboards, tools, and other products produced by subordinate staff to ensure the soundness of data findings, conclusions, and recommendations.
  • Assists data analysts and dashboard developers to optimize coding, troubleshoot data-related technical issues, and propose enhancements to visualization techniques.
  • Serves as a data consultant by translating customer requirements into data solutions through the clarification of analyticsrelated objectives, identification of appropriate data sources, and generation of actionable recommendations necessary to answer business questions.
  • Supervising personnel who develop automated analytical tools, to include visualizations, that demonstrate analytic results and provide critical information to program offices, in alignment with organizational policies and procedures and best practices.
  • Supervises, coordinates, and plans the work of staff, provides advice, counsel, or instruction; interviews candidates for positions; enhances career development of staff.
  • Supports the development of an organizational strategy for identifying and obtaining key data sources for use within the OIG.

Qualifications
You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level to successfully perform the duties of the GS-14. Specialized experience at this level include: (1) Demonstrated experience gathering customer requirements, clarifying analytics related objectives, and generating actionable recommendations for appropriate data analysis to answer business questions. (2) Demonstrated experience researching, identifying, documenting, and obtaining access to new data systems/sets while cultivating relationships with data owners. (3) Demonstrated experience communicating to stakeholders the value of data analytics to support work, analytic principles, and results of data analytic projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
