Salary: $64,480 Annually (entry level Salary) – $83,200 Annual (top)

Reports To: Chief Programs Officer

SUMMARY: This management position is responsible for the overall coordination of MMC community programmatic activities and services. This position will provide oversight, management, and coordination of but not limited to MMC’s community services within MMC’s various sites in which victim-based services are offered. Services include Community Case Management, oversite of the Family Stabilization Program, Advocacy, Facilitation, and coordination with internal MMC program Managers especially as services intersect with common clients. 

Satellite service sites can include services offered in offices in both Fresno Metro and Fresno County rural areas which include but are not limited to: Reedley, Coalinga, Mendota, Selma, Parlier etc. The Program Manager maintains contract compliance on project/program operations offered at each site and has direct facility oversite and operational responsibility of all staff at these locations at times in collaboration with additional Program Managers.

This position is also required to maintain interagency relations concerning the cooperative operational agreement with external partners, with other agencies in the community, and internally within the agency. The Program Manager has primary responsibility for grant management, data collection, and maintaining all reporting and file mandates for grants. As an MMC manager, this position represents the agency and maintains interaction with clients, families, and the community.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Responsible for staff supervision and assignments within these programs, including staff scheduling, coaching, performance evaluations, and general oversight;

• Reviews and approves client case plan of cares for those enrolled in specific MMC community based programs, monitors case plan progress of all clients – via review and audit of files, meet with case managers, and meets with clients if needed;

• Responsible for the staff and operations of emergency response activities in the rural areas, emergency assessment, and coordination with the Housing Service, Crisis Response Manager and team regarding ER housing and longer-term housing assistance to community victims, as deemed appropriate;

• Coordinates with all MMC internal Program Managers, in which clients intersect with additional MMC programs, and within these satellite sites;

• Develops and maintains professional relationships and partnerships within the community;

• Have some oversite of specific Coordinated Entry tasks as assigned;

• Attend FMCoC meetings such as: Case Conferencing, General Public meetings, and any other as assigned;

• Provides community partner trainings on MMC DV services, as needed and as requested;

• Ensures project implementation done in coordination with external partners; especially those in which MMC is contracted with, maintains ongoing positive working efforts in the designed process for client services, and accessing DV services as deemed eligible;

• Reviews and monitors, with the Chief Financial Officer and Chief Program Officer, the use of funds within the assigned operational grants, to maximize assistance dollars and meet annual allocations within the grant;

• Responsible for overseeing and ensuring the development and implementation of a large array of client self- sufficiency programs and classes for community clients to attend (life skills, financial literacy, linkages to institutions of learning, job skills training sites, and others);

• Oversees all activities of staff and volunteer involvement to ensure proper operational standards and ensure that clients receive appropriate, timely, and successful programmatic services;

• Collaborates with the Children Services Manager, regarding the operations of MMC Enrichment Centers that are placed directly within these satellite sites; while providing direct oversite in the absence of the Children Services Manager. 

• Ensures files are up to date, and case plans/programming meet the developed project implementation plans;

• Ensure that the appropriate client service statistical documentation is reported per contract and/or grants assigned;

• Responsible for providing programmatic recommendations to the Chief Programs Officer in order to continue enhancing overall programmatic growth and sustainability;

• Continuous program evaluation to include assessing and evaluating the need for additional and/or new resources and services;

• Participates in agency ongoing Strategic Planning meetings;

• Conducts onboarding and yearly evaluations of staff, including the ongoing coaching and staff development, through the use of 1:1s, trainings, and team building etc.;

• Participate in 1:1s with the Chief Programs Officer in order to provide updates on overall operations; 

• May be required to provide “on-call” support to the Emergency Services team (ER Safe Housing and/or Crisis Response), including but not limited to hotline coverage;

• Adhere and comply with the confidentiality of client information per VAWA laws; 

• Use of own vehicle may be required, as this position has oversite of multiple locations. 

• May be asked to participate in MMC media interviews, as a representative of the leadership team;

• Regular attendance and promptness are considered part of each employee’s essential job functions;

• Other duties as assigned.

The Community Resource Sites Program Manager is expected to customarily and regularly exercise

discretion and independent judgment in carrying out job duties; and is expected to perform solely exempt type duties more than 50% of work time during the workweek.

EDUCATION and/or EXPERIENCE:

• Bachelor Degree required; with coursework in social work, human services, or victimology preferred.

• Two years of experience in the domestic violence or human services field, with supervisory experience.

• Ability to adapt to the environment, to solve practical problems, to deal with a variety of multiple variables in situations where only limited standardization exists and to make independent decisions within scope of responsibility.

 

CERTIFICATES, LICENSES, REGISTRATIONS:

• Possession of a valid California driver's license and proof of liability insurance on personal auto.

• Must be insurable at all times at standard rate by MMC insurance carrier.

• Must pass a tuberculosis, drug and fingerprinting test.
