About the Position
The Records & Compliance Officer is MCAO’s System Security Officer (SSO), a position required and defined by the Department of Public Safety (DPS). The position is responsible for all matters regarding criminal history information security compliance issues including matters related to DPS audits. This position will focus on coordination, compliance, and documentation related to ACJIS/NCIC Information Systems. This position will also develop and oversee training courses required for compliance and will create and maintain policies and procedures required for compliance.

We Require
  • Two years of professional analytical experience
  • Bachelor’s degree in public administration, business administration, or relevant field
  • Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis

Job Contributions
  • Responsible for creating and overseeing all policy and procedure development related to criminal justice system audits, including ACJIS/NCIC systems
  • Review standards and analyze reports to make recommendations to management to improve system security compliance
  • Develop and oversee all training related to user compliance and audits and maintain an outline of training programs for review during audits
  • Serve as the SSO and contact person for audits. Provide answers to questions regarding case files, agency policies, and procedures concerning access to ACJIS/NCIC systems, authorized personnel lists, training logs, dissemination logs, and other information, as requested
  • Oversee and ensure ACJIS/NCIC rules, policies, and procedures are followed by MCAO users and ensure user compliance
  • Administer and track access to various confidential systems, including Justice Web Interface, Investigation, Evidence, Criminal History, Arrest, or Sexually Violent Predator applications
  • Responsible for developing and delivering Criminal Justice Information (CJI) and Information Technology security and privacy awareness training programs as they relate to MCAO’s access to criminal history and other sensitive information
  • Track ongoing certification renewal schedules and documentation for all MCAO users and provide logs during audits
  • Maintain CJI audit documentation and perform internal technical and operational audits
  • Serve as point of contact between MCAO, DPS, and other law enforcement agencies. All requests related to ACJIS and NCIC are coordinated through this position
  • Maintain the integrity of systems containing confidential CJI with the following activities: record validation, authorized personnel list management, training, testing, quality control, and dissemination of training material.
  • Responsible for attending all SSO training and staying up to date on ACJIS/NCIC policy changes
  • Create and oversee training for Criminal Justice practitioners and TOC certification
  • Ensure records are accurate, update/modify records for accuracy, and communicate with DPS upon completion
Working Conditions
  • The position requires sitting, standing, lifting over 20 pounds floor to waist, pushing/pulling over 20 pounds at a distance of up to 100 feet, and carrying over 20 pounds for a distance of up to 100 feet
  • May be required to travel to perform certain work functions
  • May require the use of personal or County vehicles on County business. Individuals must be physically capable of operating vehicles safely and have an acceptable driving record. Use of a personal vehicle for County business will be prohibited if the employee is not authorized to drive a County vehicle or if the employee does not have personal insurance coverage
  • May require the performance of other essential and marginal functions based on work location, assignment, or shift
  • Must currently possess or have the ability to obtain a valid Arizona Driver’s License at the time of hire
  • Must obtain Arizona Criminal Justice Information System (ACJIS) Terminal Operator Certification (TOC) within six months of hire or promotion and maintain certification throughout the course of this assignment
