General Description

The successful candidate will perform as the senior business systems analyst for the Air Force’s Program and Budget Enterprise System (PBES), supporting the identification and documentation of capabilities and requirements. This requires the ability to understand and document financial and budgeting “as is” and “to be” business processes, work with the user community to define new capabilities, reflect new capabilities as specific user requirements, document user requirements in use cases, decompose use cases into specific features, and support the creation of test cases based on requirements and features.

Duties and responsibilities

The successful candidate will plan, conduct, and/or contribute to research and design activities. Applies technical and/or analytical approaches to solve client issues and will make use of experience in support of the development of new requirements, business processes, and functional solutions to problems identified by the user community.

Specialized Knowledge

• Perform as business systems analyst, evaluating current and to-be business process for implementation with the system architecture and design.
• Develop “to be” business processes and use cases based on new requirements.
• Use in-depth knowledge of Agile software development lifecycle to support the design and development of the PBES application.
• Support the use of Agile and DevSecOps pipeline services while making use of tools such as the Atlassian Suite tools including Jira and Confluence.
• Provide service desk support for Tier 2 & 3
• Assist in functional testing.

Education

Bachelor’s degree in computer science, management information systems or related field.

Professional Certifications

None required.

Clearance

Active U.S. Secret Security Clearance.

Experience

A minimum of 7 years’ business analyst experience focused on business systems.

U.S. Citizen or Similar

Must be a U.S. Citizen

Skills and Abilities

Experience with the federal government budgeting process, specifically the POM and PB process is preferred but not required.

Other Characteristics (e.g., Personal or Language)

Excellent oral, written, and communication in English. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location

The Pentagon, Arlington, VA. with the ability to perform work remotely.

Client duty hours are Monday through Friday.
