FINANCE SUPPORT ANALYST

M Powered Strategies (MPS) is seeking a FINANCE SUPPORT ANALYST . You will be responsible for providing direct budget support and management, for a functional area, project, or sub-product(s) at the Department of Veterans Affairs. Assemble, update, gain approval for, and submit the budget operating plan (BOP). Update and maintain reporting execution status for BAM programs/projects at the portfolio level and assess the readiness of emerging projects. This reporting validates project funding levels and helps provide justification for out-year spending.

*NOTE: This is a contingent hire position based on an anticipated contract award in May 2024 with an estimated start in June 2024. Once the project is in motion, you will be hired as a W2 or 1099 employee (depending on your employment preference) of M Powered Strategies.

DESCRIPTION

• Provide support to VA customers by developing and executing an annual Strategic Spend Plan (SSP) for their Product Line, to include Multi-Year Planning (MYP) estimates and an acquisition strategy for procuring IT products and services within the appropriated funds.
• Develop and update the Acquisition and Financial Management Plan and tracked all Product Line acquisition using tracker tools.
• Prepare, submit, and validate budget status reports and monthly “actuals” for inclusion in the monthly OMB IT Dashboard submissions.
• Facilitate a Weekly Acquisition/Budget meeting in areas including the status of acquisitions and budget for all four quarters of the Fiscal Year, Unfunded Requirements (UFR), and emerging issues or blockers to budget and acquisition tasks.

QUALIFICATIONS

• U.S. Citizen
• Bachelor’s Degree in a Business Discipline 
• 10 years with the bachelor’s degree (18 years without the bachelor’s degree) 
• Budget development & acquisitions (CPI) experience
• Experience working as a federal employee/contractor, preferably supporting DHA, VA, or HHS.
