Lynker is searching for a talented Policy & Program Analyst to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM). This exceptional individual will be responsible for supporting OCM’s Policy, Planning, and Communications Division. This division is responsible for managing and coordinating OCM’s policy responsibilities. The position involves working with OCM staff and leadership, the NOS Policy and Constituent Affairs Division (PCAD), and the NOAA Office of Legislative and and Intergovernmental Affairs (OLIA) on Congressional outreach, engagement with intra-NOAA and interagency initiatives, and providing information on OCM activities to NOS, NOAA, and external leadership. Some work supporting budget planning and information requests from the NOS Formulation and Planning Division (FPD) is also included.

Project Description for the Policy & Program Analyst:
High priority efforts for FY24-25 will be to:
Serve as OCM’s co-rollout plan coordinator
Coordinate OCM’s Congressional outreach strategy
Support OCM’s involvement and NOS/NOAA leadership support for relevant legislation, Executive Orders, and other administration priorities, with particular attention to the Bipartisan Infrastructure Law and Inflation Reduction Act
Other leadership support to represent OCM activities or engage with coastal partners
Tasks of the Policy & Program Analyst:
Rollout Plan Coordination: Coordinate rollout of major office initiatives. Collaborate with OCM staff, NOS, and NOAA colleagues to ensure office initiatives are communicated effectively with Congress, NOAA leadership, partners, and other interested parties.
Rapid Response, Congressional Support, and Administration Initiatives: NOAA “Taskers” and Requests for Support: Working with Knauss Fellow and other members of OCM’s Policy Team, respond to a range of NOS, NOAA, DOC, Congressional, OMB and interagency information requests regarding: OCM products and services; “Hot Topics; ” budget planning; or region/constituent-specific support, partnerships, or issues that leadership must know in advance of a planned visit. This is also coverage for a range of policy-related requests and coordination support
Congressional Support and Administration Initiatives: Implement and revise as necessary Congressional strategy focusing on Washington, DC, and District-level interactions; support leadership presentations, talking points, and other materials; Reviews of draft legislation or testimony, etc. Work with NOS, NOAA, and partners on supporting administration initiatives: develop messages, produce materials, and participate in briefings as required.
Leadership Communications: Assist development of leadership or office-level presentations, talking points, 3-things memos, etc. to advance consistency, support Divisions, and advance high quality submissions to NOS and NOAA.
OCM serves the needs of coastal communities and diverse populations nationwide that are vulnerable to the impacts of climate and weather hazards, as well as degraded coastal ecosystems. The impacts can be exacerbated in vulnerable, underserved populations, thus warranting focused attention. Therefore, OCM may request assistance with developing products or providing services to under-represented or underserved populations that are susceptible to the impacts of current and future risks. High quality products or services should be designed to assist with (but not limited to) addressing coastal hazards in disproportionately affected areas or communities as well as supporting equitable community resilience in those areas identified by coastal partners.
Skills Needed:
Highly motivated, self-starter with the ability to work in a small team environment without direct day-to-day supervision
Ability to write, edit and analyze information.
Strong organizational skills.
Possess strong written and oral communication, organizational and interpersonal skills
Ability to prioritize multiple concurrent tasks often on short deadlines
Qualifications (Required):
A Bachelor’s Degree or higher degree from an accredited college or university. Can substitute years of experience for educational requirement: Must have at least two (2) years of college plus two (2) years’ experience relative to the specific position or four (4) years’ experience relevant to the specific position
Demonstrated ability to communicate and work well within team environments, including both technical and non- technical team members
Ability and interest in researching new technologies for incorporation into workflow
Demonstrated ability to build relationships with management, colleagues, and external partners
Strong communication and Ability to pass a National Agency Check (NACI)
