What You’ll Do:
This individual will provide Congressional and Policy Analysis to the National Oceanic and Atmospheric Administration's (NOAA) Office of Oceanic and Atmospheric Research's (OAR) Formulation and Congressional Analysis Division.
The activities include the following:
  • Provide daily support for various legislative items for the Formulation and Congressional Analysis Director Policy and Congressional Affairs Branch Chief, legislative liaison to OAR, and other NOAA legislative staff by monitoring and tracking legislative proposals, correspondence, and conducting research that will help with preparation of responses to members of Congress and their staff, Congressional Research Service staff, Government Accountability Office reviews, and drafting and review of congressional testimony and questions for the record on a daily basis. The contractor will not have authority for official agency responses.
  • Support OAR’s Labs and Program Offices’ policy initiatives through tracking legislation, budget analysis, correspondence, performing research, providing training on congressional procedures and communication, and maintaining fact sheets which detail activities by internal and external audiences.
  • Assist with policy analysis, strategic planning, and communication initiatives. The contractor shall meet with customers regularly to discuss performance, proposed initiatives, and establish priorities for the organization.
  • Assist with the annual budget rollout by drafting and clearing potential questions and answers that may arise during the budget process.
  • Assist in the preparation of presentations and materials for use by OAR senior management, to include but not limited to, budget and programmatic charts, tables, and supporting narrative in accordance with established priorities.
  • Perform special projects on a quarterly basis that include documenting and assessing the impact of congressional actions such as, but not limited to, the introduction of new or revised legislation.
  • Assist with congressional activity planning, coordination, and strategic development by preparing and executing annual legislative plans for communication with Congress and ensure that activity logs are updated weekly.
  • Track, analyze, and provide comments and technical drafting assistance for legislation and congressional action from scientific and policy perspectives.
  • Assist in compiling weekly information for congressional inquiries about OAR activities such as, but not limited to, responses to questions, hearing materials, presentations, reports, and fact sheets to communicate information to a non-scientific audience.
  • Acquire knowledge of NOAA’s activities and services in order to be more effective in executing duties daily.
  • Some travel may be required for assisting with congressional visits to OAR sites and to provide training on congressional procedures and communication to OAR laboratory staff.
Who We are Looking For:
Groundswell is seeking a motivated individual with an interest in federal policy and a background in science to support congressional and policy analysis. This person will work with a dynamic and supportive team to cover a plethora of congressional and policy activities.
Required Qualifications:
  • Must be a US Citizen or Permanent Green card holder per contract requirement
  • Bachelor’s degree in a related field (biology, earth sciences, environmental sciences, etc.)
  • 3-6 Years of experience in the field or a related area.
  • Strong verbal and written communication skills
  • Demonstrated ability to multi-task and work in a high-paced environment
  • Can work both independently and as a team
  • MS Office and G-Suite proficiency
  • Strong organizational skills, attention to detail, the ability to learn by example, and multitask
Preferred Skills:
  • Knowledge of NOAA systems, services, research, and/or programs is preferred
  • Fellowship Experience (for example: Knauss Fellowship or AAAS Science and Technology Fellowship) is preferred

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $64,000 to $117,000.
